Safety Officer

Job Summary

Carries out the cooperative's health and safety programs and procedures to safeguard members, and ensures compliance with regulations

Job Duties and Responsibilities

1. Health and Safety Compliance: 80%
   • Ensures safety orientation to new members; attends the daily toolbox meetings, and facilitates if necessary
   • Assists in scheduling OSH Seminar at the assigned site, and conducts mandatory 8-hour when necessary
   • Participates in daily SMBWA (Safety Management by Walking Around) as scheduled.
   • Enforces the Cooperative’s guidelines, OSH standards and health and safety protocols; initiates appropriate constructive/corrective actions on reported violations and /or noncompliance
   • Keeps abreast and updated with all the changes in current legislation and assists with implementation of such changes where applicable
   • Conducts regular inspection of fire protection and prevention equipment, health and safety walk-through on the work areas,checks and monitors Personal Protective Equipment (PPEs) and reports all identified hazards
   • Ensures that all high-risk activities are inspected and monitored through approved permits, checklists, and PATOS (Pre-Activity Training on Safety) forms.
   • Reports to and assists the EHS Superintendent in the overall implementation of the approved Project SafetyProgram, with the primary function of performing continuous site safety monitoring to ensure compliance of the workforce to the company’s EHS Standards
   • Prepares Safety Violation Notice for all observed safety violations and endorsed it to Asiapro admin for NTE and to enforce corresponding sanctions and penalties for all observed non conformance as part of the due process
   • Recommends work stoppage on all activities observed with imminent danger and life-threatening conditions, and suggests corrective actions that will address hazards completely and evaluates its effectiveness before allowing the activity to proceed.
   • Participates and leads workers in the Emergency Preparedness activities
   • Attends to member’s concern regarding safety.
   • Participates in Safety coordination and Committee meeting

• Safety Records Management: 20%
• Prepares Safety Observation Reports and provides recommendations and guidelines on how to comply based on existing legal and Cooperative standards.
• Maintains accurate and complete Health and Safety monitoring systems
• Records workplace accidents, injuries, and health issues statistics
• Assists government agencies when conducting safety and health inspection
• Accident investigation
• Submits all requested data and reports

Qualifications

• Technical expertise and up-to-date knowledge in the construction industry/occupational changes, practices, standards, protocols, and procedures, applicable laws, government-issued rules and regulations (e.g. ISO, Occupational Safety and Health, Department of Health, LGUs)
