The Film Development Council of the Philippines (FDCP) under the Office of the President of the Philippines was created by virtue of Republic Act No. 9167 (June 7, 2002). The Agency is mandated to formulate and implement policies and programs to upgrade the art and craft of filmmaking and encourage the production of films for commercial purposes, intended for public entertainment, that seek to enhance the quality of life, examine the human and social conditions and contribute to the dignity and nobility of the human spirit and maximize the country’s comparative advantage as a location site for international movie and television making to generate income, promote tourism and enhance the image of the country abroad.

PROJECT DEVELOPMENT OFFICER (SG 15)
PLACE OF ASSIGNMENT: FDCP Central Office - Makati
RESPONSIBILITY:
- Manage the overall implementation of Film Philippines Incentives (FPI) program.
- Plan and facilitate end-to-end execution of the application cycles.
- Handle the planning, forecast, monitoring, and reporting of the budget for incentives.
- Evaluate and create recommendations to continuously improve the incentive scheme and its application process.
- Periodically assess and implement enhancements in the FPI guidelines to continuously make it an attractive and competitive funding program.
- Review deal terms and facilitate signing of agreements.
- Tract project status and oversee release of funds for approved applications.
- Regularly monitor project milestone to evaluate progress, compliance, and other areas related to the disbursement of funds.
- Oversee and ensure compliance of grantees with regard to their return of responsibilities to the FDCP.
- Release clearances based on completed applications.
- Maintain files and records of all FPI-related matters and documents.
- Handle internal coordination in developing and planning for marketing and communication strategy for the promotion of the program.
- Handle external coordination in promoting the program in order to attract foreign projects.
- Keep abreast of international best practices on film funding.
- Perform other related tasks needed by the unit.
QUALIFICATIONS:
- Bachelor’s degree in Management, Communications, or any program relevant to the job
- At least five (5) years of work with supervisory experience
- Competent in planning, execution, and end-to-end monitoring of programs
- Excellent verbal and written communication skills
- Experienced in project management
- Skilled at preparing and conducting presentations
- Has strong analytical and interpersonal skills
- Demonstrated good attention to detail
- Ability to function well in a fast-paced environment
- Self-starter and proactive
- Can work under minimal supervision
- Willing to travel to different locations if needed
- Prior experience/knowledge in facilitating filming incentives and production grants is an advantage.
