An exciting opportunity awaits an experienced Construction Project Manager to oversee federal government construction projects across the Philippines.The position offers the chance to work on high-impact assignments under the NAVFAC Indo-Pacific MACC programme, ensuring quality, schedule, safety, and budget objectives are met.

What You'll Do

As a Construction Project Manager in this role, you will be entrusted with end-to-end oversight of complex federal government construction projects situated in the Philippines.

  • Represent the client professionally when interacting with clients, subcontractors, vendors, and stakeholders throughout all project phases.
  • Oversee all aspects of project delivery from preconstruction through closeout while ensuring compliance with contract requirements and industry standards.
  • Prepare detailed project budgets, forecasts, earned value analyses, and billing schedules to maintain financial control over each assignment.
  • Develop comprehensive construction schedules using industry-standard software tools and monitor progress against key milestones to ensure timely completion.
  • Manage procurement processes for subcontractors and vendors by defining scopes of work clearly and monitoring performance to meet project objectives.
  • Administer Requests for Information (RFIs), change orders, submittals, and other essential project documentation to maintain accurate records.
  • Ensure strict adherence to federal contract terms as well as NAVFAC specifications and EM 385-1-1 safety standards at all times.
  • Collaborate closely with Site Superintendents, Quality Control Managers (QCM), and Site Safety & Health Officers (SSHO) to coordinate effective field execution.
  • Lead regular project meetings with internal teams and external partners while submitting timely reports and deliverables as required by stakeholders.
  • Mentor supporting staff such as Project Engineers or Coordinators by providing guidance on best practices in construction management.

What You Bring

To succeed as a Construction Project Manager in this capacity, you will bring proven experience overseeing large-scale federal or military construction initiatives from inception through completion.

  • A bachelor’s degree in Construction Management, Engineering, Architecture or a related technical discipline is required for this position.
  • At least five years of hands-on experience managing federal or military construction projects is essential to excel in this role.
  • Direct exposure to NAVFAC or USACE projects is highly desirable as it demonstrates familiarity with relevant standards.
  • A thorough understanding of EM 385-1-1 regulations along with federal contract administration procedures is necessary for compliance purposes.
  • Proficiency in Microsoft Office applications as well as scheduling software such as MS Project or Primavera P6 is expected.
  • Experience using project management platforms to track progress and manage documentation effectively is important.
  • Excellent written and verbal communication skills in English are vital for clear reporting and stakeholder engagement.
  • Demonstrated ability to guide field teams—including subcontractors—to achieve shared objectives safely and efficiently is required.
  • PMP certification would be advantageous but is not mandatory for consideration.
