Background
Tanggol Kababaihan: Operationalising the Philippine National Action Plan on Women, Peace and Security (NAPWPS) is a three-year initiative funded by the European Union, with the main aim of contributing to the operationalization of the 4th Philippine National Action Plan on Women, Peace, and Security. Together with Balay Mindanaw Foundation Inc. (BMFI) and Coalition for Bicol Development, forming the Tanggol Kababaihan Consortium, the action contributes to improved peace, stability and well-being among conflict-vulnerable communities in the Philippines through effective civil society engagement in enhancing local implementation of the NAPWPS and leading to better informed policy processes along higher tiers of governance. The action is being implemented across 40 barangays in 12 cities and municipalities, covering 8 provinces. These provinces are: Camarines Sur, Negros Occidental, Northern Samar, Bukidnon, Misamis Oriental, Surigao del Sur, Agusan del Norte, and Agusan del Norte.
Position Summary
The Baseline Assessment Consultant will lead the design, data collection, analysis, and reporting of a comprehensive baseline study for the Action, Tanggol Kababaihan.
Specifically, the baseline study will generate data on the extent of WPS integration in local development plans and PPAs; the existence and scope of WPS-related policies; the responsiveness of government and CSO initiatives to community needs, particularly in relation to women’s safety and security; the level of awareness of local stakeholders on NAPWPS; the organizational capacity of government and CSO partners to integrate and implement NAPWPS; and the effectiveness of the community of practice in advancing WPS localization. The tool developed for this baseline study shall likewise serve as the basis for the mid-term and end-term assessments of the Action.
The consultant will work with the Tanggol Kababaihan consortium members, civil society organizations, local government units, and community stakeholders to generate reliable data that will inform program design, establish benchmarks, and measure key indicators of gender-responsive peacebuilding at the local level in alignment with WPS goals.
Roles and Responsibilities
The consultant will work directly with the Project Manager and MEAL Coordinator. A regular meeting will be in place to ensure alignment of expectations and plans.
The consultant is expected to make the necessary logistical arrangements. RI can provide recommendations for hotels and vehicle rentals in the project area. A directory of relevant stakeholders can be shared with the consultant for field coordination. The consortium can provide support in this regard if needed.
If applying as a team, the lead consultant must meet the succeeding qualifications and requirements.

- Assessment Design and Execution
- Design the overall baseline study framework, tools, and methodologies (quantitative and qualitative), ensuring alignment with project objectives and indicators.
- Integrate an intersectional gender lens in all stages of the baseline process, capturing the experiences of women, girls, and marginalized identities.
- Contract enumerators and data collectors as needed and lead field data collection, including surveys, key informant interviews, and focus group discussions with local stakeholders.
- Analyze findings to inform the development of the capacity building program for local stakeholders based on the existing Capacity Assessment Tool of Relief International that shall be integrated to the Baseline Assessment Tool
- Analyze findings and produce a Baseline Report with key results, gaps, and practical recommendations
- Technical and Advisory Support
- Provide technical guidance on how results can inform project strategy and programming, ensuring findings are usable for planning and can be tracked using the logical framework of the Tanggol Kababaihan Action
- Provide actionable recommendations in the Baseline Report to inform programming
- Identify barriers and enablers to the operationalization of WPS at the local level
- Safeguarding

- Ensure that research processes do not harm respondents and are aligned with RI’s safeguarding policies.

- Bachelor’s degree or preferably master's degree in social sciences, Development Studies, Peace and Conflict Studies, Gender Studies, or a related field.
- Minimum of 5 years of experience in leading baseline, midline, or endline assessments for development or peacebuilding programs.
- Demonstrated expertise in gender-sensitive research, conflict analysis, and participatory methodologies.
- Familiarity with the NAPWPS and local governance structures in the Philippines.
- Proven ability to produce high-quality analytical reports.
- Strong coordination and facilitation skills with multi-stakeholder groups.
- Willingness to travel to project areas.
