Overview

Must be able to read, write, speak, and fully comprehend English. This employee will ensure the program is compliant with Philippine Environmental Laws, in addition to overseeing the management of the OSH program. Frequent monitoring and inspection of the work areas is required.
Employee will submit all required documents to apply for and maintain current an Environmental Compliance Certificate issued by the Department of Environment and Natural Resources [DENR}. All work is to be in accordance with Philippine Environmental and OSH Laws.

- PCO/Safety Officer Assigned
- Facilitate employee’s orientation and trainings on environmental activities, projects & campaigns, and updates environmental bulletins, posters and relevant information.
- Keep updated Environmental and Legal Laws, Environmental Operational Procedures, Policies and Guidelines; including the Organization Environmental certificates, permits, and other related reports and records.
- Complete quarterly and annual environmental reports.
- Develop, promote and implement Occupational Safety and Health Programs in the workplace in accordance with the provisions of the OSH Standards.
- Advise and assist the employer in complying with the provisions of the Standards especially in the submission of required reports.
- Prepare an annual report of OSH Program of establishment and perform at least a quarterly appraisal and assessment of the implementation of Occupational Safety and Health Programs in the workplace.
- Be present during the scheduled safety inspections by the authorized Government Agents and as requested during regular Health and Safety Committee Meetings.
- Act as the employers’ principal assistant and consultant in the application of programs to remove the hazards from the workplace and to correct unsafe work practices.
- For this purpose, the Safety Officer has the following duties:
- Serves as Secretary to the Health and Safety Committee. As such, he shall:
- Prepare minutes of meetings;
- Report status of recommendations made;
- Notify members of the meetings; and
- Submit to the employer a report of the activities of the committee, including recommendations made.
- Acts in an advisory capacity on all matters pertaining to health and safety for the guidance of the employer and the workers.
- Conducts inspections and investigation of accidents as member of the Health and Safety Committee and submits his separate report and analysis of accidents to the employer.
- Coordinates all health and safety training programs for the employees and employer.
- Maintains or helps in the maintenance of an efficient accident record system and coordinates actions taken by supervisors to eliminate accident causes.
- Provides assistance to government agencies in the conduct of safety and health inspection, accident investigation or any other related programs.
- Ensure compliance with the requirements of PD 1586, RA 6969, RA 8749, RA 9003, RA 9275, their respective implementing rules and regulations (IRRs), and other pertinent rules and regulations.
- Identify significant environmental aspects and impacts of the establishment’s operational activities and recommend possible mitigating measures in the formulation/preparation and/or review of the Environmental Management Plan and Contingency Plan.
- Attend to all permitting and registration requirements of the establishment prior to the construction, installation, or operation of pollution sources and control facilities.
- Ensure the proper performance, operation, and maintenance of environmental management facilities or systems of the establishment such as the following:
- Wastewater treatment facilities.
- Air pollution control devices.
- Hazardous waste management storage areas (permanent or temporary);
- Solid waste segregation/management facilities (i.e. MRFs, sanitary landfills, composting facilities, etc.); and Environmental monitoring devices such as the Continuous Emission Monitoring Systems, Air Monitoring Stations, effluent flow metering/measuring devices, groundwater monitoring wells, and other environmental monitoring devices
- Ensure that the hazardous wastes disposed offsite are covered by a Permit to Transport; each transport is covered by a hazardous waste manifest duly signed by the transporter and TSD facility; and with corresponding Certificate of Treatment (COT) duly signed by the TSD facility. Copies of the signed hazardous waste manifest and COT shall be submitted to the concerned EMB Regional Office.
- Ensure the transport vehicles are properly operated and maintained (applicable only for hazardous wastes transporter);
- Ensure that hazardous wastes Treatment Storage and Disposal (TSD) facilities are properly operated and maintained (applicable only for hazardous wastes TSD facility);
- Monitor compliance to the requirements specified in the Environmental Compliance Certificate (ECC).
- Monitor activities pertaining to the installation or construction of pollution source and control facilities to ensure compliance with the National Emission Standards for Source Specific Air Pollutants and National Ambient Air Quality Standards and report monitoring results to DENR as part of the Self-Monitoring Report (SMR);
- Monitor activities pertaining to the operation and maintenance of pollution control facilities to ensure compliance with the Effluent Standards and report monitoring results to DENR as part of the SMR.
- Monitor the use of chemicals, especially those listed under the Priority Chemicals List (PCL) and those with Chemical Control Orders (CCO) and the generation of solid and hazardous wastes. Monitoring data shall be submitted as part of the SMR and the PCL Compliance Certificate.
- Monitor the importation or distribution of chemicals, especially those listed under the PCL and those with CCO and the generation of solid and hazardous wastes.
- Promptly submit CMRs and SMRs, duly accomplished and signed by the PCOs, approved and certified correct by the Managing Head, and notarized;
- Report in writing within twenty-four (24) hours from the occurrence of any of the following environmental incident to the concerned EMB Regional Office, as the case may be:
- Breakdown of any pollution source and/or control facility or monitoring instruments; or release (e.g. leaks, spills, etc.) of chemicals or hazardous wastes to environmental media
- Report in writing within 24 hours from securing results of laboratory analysis or from on-line monitoring instruments any exceedance to effluent and/or emission standards.
- The report covers:
- Date/ time of the incident
- Cause(s) of the incident; and
- Description of the incident detailing the following:
- Estimated amount of chemicals or hazardous wastes, emissions and/or effluents released to the receiving environment.
- Interim/contingency measures to mitigate any potential negative impacts
- Submit to Pollution Adjudication Board (PAB) a copy of the SMR duly received by the respective EMB Regional Office (applicable only for establishments with pending case).
- Attend, as duly authorized representative of the establishment, technical conferences, hearings, and meetings especially on matters pertaining to pollution cases of the establishment where he/she employed.
- As a liaison officer to EMB, keep himself/herself abreast with the requirements of the Department.
- Coordinate regulatory programs, and activities with the city/provincial/municipal governments (if applicable);
- Initiate and intensify environmental management activities including awareness campaign within their organization; and Participate in multi-party monitoring team activities and meetings, where applicable.
- Minimum Qualifications: Education/Certifications:
- PCO Certificate
- Certification as an S01
- A valid Driver’s License is required for all Labor Categories in the Philippines
- Experience:
- Previous experience as a Pollution Control Officer, and Safety Officer in the Philippines.

- Must possess excellent organizational and time management skills
- Must possess excellent verbal and written communication skills along with reading comprehension
- Advanced knowledge of computers and Microsoft 365 products (e.g., Outlook, OneDrive, Teams, Word, Excel, Access, PowerPoint, and SharePoint)
- Ability to work independently or as a member of a robust team
- Working Conditions:
- The worker is subject to extreme heat. Temperatures above 100 degrees for periods of more than one hour. Consideration should be given to the effect of other environmental conditions, such as wind and humidity.
- The worker is subject to noise. There is sufficient noise to cause the worker to shout in order to be heard above ambient noise level.
- The worker is subject to hazards. Includes a variety of physical conditions, such as proximity to moving mechanical parts, moving vehicles, electrical current, working on scaffolding and high places, exposure to high heat or exposure to chemicals.
- Physical Requirements:
- Sedentary work. Exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body.
