Role Introduction
Purpose
To ensure all work, processes and or activities related to occupational safety, health and the work environment are fully compliant as per Republic Act No. 11058, An Act Strengthening Compliance with Occupational Safety and Health Standards and Providing Penalties for Violations thereof (RA 11058) and Corporate Group Safety and Operational Risk Management (GSORM) policies.
To provide valuable assistance and direction to Health and Safety Compliance (HSC) management, personnel, sub-contractors, and trade cons in the administration, implementation and maintenance of CPAL HSC plans & program.
To assist Regional Employee Relations and Policy Manager and local People Leads in South East Asia (as required) to develop, implement and maintain local guidelines for Occupational Health and Safety, in accordance with company policy and local legislation.
Key Responsibilities
Main Duties
- Lead the oversight of the HSC Programs in each respective
- Monitor the conduct of safety toolbox meetings at different areas within the site
- Lead in the conduct of scheduled joint safety inspection and shall identify all hazards within the area and conduct risk assessment and management, aside from the regular safety inspection.
- Organize with Site HSC / Supervisor for a timely implementation of all corrective action/s on all findings arising from the conduct of safety inspection and audit.
- Together with the HSC members, monitor compliance and evaluate effectiveness of the established corrective measure/s.
- Lead the conduct of emergency drills and participate in the post drill evaluation sessions.
- Responsible in ensuring that the emergency drill was properly and adequately documented for HSC audits purposes.
- Investigate all injuries, accidents and near Identify the causes and advise on any improvement in safety standards that need to be made and manage return-to-work activities
- Ensure that all required documents and forms required in the implementation of the HSC Program were properly accomplished, submitted to Department of Labor and Employment (DOLE) regional or proper regulatory body.
- Conduct Mandatory Eight-hour Safety & Health orientations and indoctrination trainings to all employees, contractor & sub-contractors, visitors, business partners and other stakeholders.
- Develop additional Hazard Identification, Risk Assessment and Control (HIRAC) measures needed by the site to reduce unsafe act and conditions.
- Accountable for providing HSC members with feedback on Site HSC performance (unsafe act, unsafe condition, unsafe practices, frequent HSC violations, trainings needed, etc.).
- Maintain an efficient accident record system and coordinate action taken with HSC
- In coordination with the HSC Chairperson, review the HSC manual for continuous improvement.
- Ensure safety reports and data are collected and submitted to the HSC Coordinators.
- Ensure SDS of all controlled products on site are up-to-date and available to the workers at all times.
- Update and display safety policies and pertinent information on the company bulletin board.
- Promote a positive company image during the course and scope of the performance of these duties.
- Establish inspection schedules for all tools, major equipment, and mobile equipment to ensure safe operating conditions and compliance with current regulations.
- Assist injured workers in obtaining Modified Duties and administer the return to work policy.
- Perform and assume other duties and responsibilities as may be required by the Management.
Corporate Group Safety and Operational Risk Management (GSORM)
- Partner with GSORM to proactively establish a safety culture.
Group Medical
- Partner with Group Medical on medical cases.
People Support
- Responsible for all government related needs of the employees and company (DOLE, SSS, Philhealth, Pag-IBIG).
- Responsible for processing of remittances for government agencies.
- Responsible for liaising with local government offices for business permits, licenses, update of general information sheet.
Requirements
Academic qualifications
- Bachelor’s degree or any equivalent
Knowledge, skills, training and experience
- Must be a certified Safety Officer Level 3 (SO3) in accordance with the Philippines Department of Labor and Employment (DOLE) standards
- Evidence of training in Basic Occupational Safety and Health or Certification from a DOLE recognized body preferably with First Aid Training
- Must be up to date with HSC legal and technological developments.
- Advanced computer skills such as Microsoft Word, Excel, and Power Point (preferably), Zoom, Google Meet, Microsoft Teams.
- Have good communication and negotiating skills, tack and diplomacy to ensure the implementation of OH&S legislation and company policies.
- Must have the ability to keep confidential information
- Working knowledge and experience in Occupational Health and Industrial Safety
- Proven ability to deal with Government Officers and departments
- Analytical, reliable, and hardworking
- A demonstrably strong commitment to excellence
- Understanding of relevant international regulatory safety, industry and operational requirements
- Ability to handle and react effectively and spontaneously to the different airlines operational models
- Adapts to and embraces constant change
