Job Purpose

The Real-time Payments Platform Development Officer assists the Real-time Payments Platform (RTPP) Management Head in maintaining the practicability and the viability of the business model of the RTP Platform, and supports the development, testing, deployment, monitoring and management of the RTP Platform to promote enrollment and usage of the services it supports.

Main Accountabilities

Real-time Payments Platform Data/System Administration

  • Ensures that System Access Documentation is updated at all times
  • Ensures that System Access Rights documents and procedures are strictly enforced
  • Custodianship of administrator IDs, if applicable
  • Safekeeping of logical and physical keys for systems owned, if applicable

Real-time Payments Platform Administration and Management

  • Provide strategic direction and initiatives to promote usage of platform services.
  • Handle general platform administration and management.
  • Announce scheduled downtimes and inform extraordinary incidents to the platform’s stakeholders.
  • Develop platform policies and procedures in support of operations, sales, customer service, audit and technology.
  • Monitor availability and performance of platform-related projects and deliverables.
  • Monitor platform performance such as enrollment, usage and efficiency in support of revenue and cost initiatives.
  • Review and update of UTCs to ensure proper billing to Product Units.
  • Continuous risk assessment to ensure transactional security and compliance to standards, e.g. platform management, information security and regulatory.
  • Support user training, education, tutorial and orientation about the platform and its services.
  • Liaise with Marketing for PR initiatives and rollouts.
  • Day-to-day platform support for inquiries from internal units, problem resolutions, special-handling clients, branch coordination/communication, etc.
  • Liaise with internal and external contacts, if any, to ensure proper coordination and timely delivery/implementation of projects.
  • Formulate and recommend changes and implement guidelines, policies and procedures concerning functions and system support to ensure efficient use of technology resources.
  • Ensure compliance to Information Security policies, procedures and work instructions contained in the Information Security Manual.
  • Ensure that agreed turn-around times (TAT) are met for the processing of access maintenance requests being handled by the department.
  • Ensure compliance to internal and external audit and other regulatory institutions.

Real-time Payments Platform Development

  • Manage platform development by introducing and planning new features, concepts and enhancements, supported by business cases and financial justification.
  • Act as Enterprise Project Manager (EPM) for Platform-initiated projects.
  • Review of business requirements to ensure consistent customer experience and endorse it to Systems and Projects for technical development.
  • Analyze market and provide competitive analysis by performing a competitive scan to ensure continued superior and relevant menu of offerings of the platform.
  • On-boarding of new products and services as well as enhancement to existing services which includes review of requirements prior to endorsement for implementation by Systems Integration Department.
  • Review of technical design including UI and flow to ensure a swift and hassle-free experience for client.

Others

  • Conduct regular performance appraisals of subordinates.
  • Perform Personnel Administrative Functions
  • Act as backup of the Real-time Payments Support Head (if needed)
  • Implement Special Projects as needed.
  • Perform all other related functions which may be assigned by the Division/Department Head.

Qualifications

  • Graduate of any 4-year course; Bachelor degree in business or other business/finance/IT related course is preferred
  • Must have background and experience in Project Management, Risk Management and Compliance process, Budget control methods, policies, and procedures, Data and access management policies and procedures, People management
