The Philippines is one of the most vulnerable countries in the world, mostly from climate change impacts. The country has enunciated policies and programmes to reduce these risks, among others the finalization of its Nationally Determined Contributions (NDC), the Philippines Biodiversity Strategy and Action Plan, the National Climate Change Action Plan (NCCAP). It has also institutionalized a climate budget tagging process for all agencies and developed tools and mechanisms to mainstream climate change and vulnerability assessments in various levels of programming. However, to achieve the desired transformation, funding would be needed not only from government but from private sector as well. Business decisions and investment priorities should be aligned with the country’s ambition to reduce greenhouse gas emissions, and improve adaptation of communities to protect people, assets and communities at risk. The government has been at the forefront of this initiative through several policy measures. These include, the Central Bank’s Sustainable Finance Framework, the Securities and Exchange Commission’s Guidelines on Environmental, social and Governance reporting, and more recently, the Sustainable Finance Roadmap issues by the Interagency Task Force on Sustainable Finance, led by the Department of Finance.

In order to support the initiatives on increasing public and private sector investments towards mitigating impacts of climate change and improving resilience of national and local government agencies and communities, UNDP is undertaking a regional project, the Climate Finance Network. Funded by the Foreign, Commonwealth and Development Office of the Government of the United Kingdom, the Climate Finance Network (CFN) will serve as a peer-to-peer network and as a knowledge management and technical support facility to support Ministries of Finance with the engagement of sector ministries and sub-national governments to identify and scale up climate finance innovations in the region. In collaboration with stakeholders and partners the CFN will harness the momentum in climate finance reforms in ways that will allow knowledge to be shared in real-time across countries to facilitate acceleration and adoption/replication of climate budget planning and finance across governments as well as mobilization of public, private and blended climate finance.

The CFN will work across on six inter-related workstreams which are based on UNDP’s climate change finance programming experience over the past five years and lessons learnt during the inception phase of the CFN: 1) Climate change aligned budgeting and planning; 2) Direct access to international climate change finance; 3) Tax and use of innovative climate change financing instruments; 4) Gender and social inclusion and climate change finance; and 5) Transparency and accountability of climate change finance; and 6) Modelling climate change impacts on economic growth, sectors and consideration of distributional impacts. Across the mentioned six workstreams, the project will aim to achieve the following outputs, factoring in the importance of realizing positive impacts for gender equality, poverty and human rights in all of the workstreams: 1) Enabling frameworks, systems and tools introduced, strengthened and replicated for accessing and managing accountable climate finance. 2) Governments and other country partners have enhanced capacities for effective governance of climate finance. 3) Regional institutions and knowledge exchanges across the region to contribute to an inclusive and integrated approach for climate change finance. 4) International policy processes to give increasing priority to strengthen and support domestic budget and country systems that enable delivery of gender responsive climate change investments.

Duties and Responsibilities

The Project Analyst will report to the Project Management Specialist of the Climate Finance Network Project for support related with these Projects and to the Programme Analyst and Team Leader for other UNDP CO-related support.

Key Summary of Functions:

  • Provides day-to-day operational management for the project.
  • Contribute to drafting technical reports, communication materials, articles, research, and other project documents.
  • Support effective resource utilization and partner and supplier management to enable timely and high-impact delivery.
  • Maximize partnerships and advocacy.
  • Ensures facilitation of knowledge building and management.

Specific Functions:

Provides day-to-day operational management for the project focusing on achievement of the following results:

  • Support external coordination with partner government agencies, individual consultants, other international donors, bilateral and multilateral organizations;
  • Ensure delivery of activities and contribution to outputs and outcomes through an effective implementation plan, change management, and close coordination with UNDP management, technical teams, and government partners;
  • Collaborate with the project team in preparing the project’s annual work plan, procurement plan, M&E plan and preparation of progress reports;
  • Collaborate with the project team for regular monitoring and reporting of physical and financial progress; and,

Ensure effective resource utilization and partner and supplier management to enable timely and highimpact delivery focusing on achievement of the following results:

  • Identify and collaborate with new potential project partners and maintain productive relationships with existing partners to ensure high-impact delivery. This includes day-to-day management of rosters and directories of project consultants/ service providers, responsible parties, and other partners;
  • Draft terms of references (TORs), technical specifications, and/or programs of work, and collaborate with the UNDP Procurement and Operations Teams in undertaking the procurement and contract management of the project consultants and suppliers;
  • Contribute to project development, resource mobilization, producing communication materials, and research;
  • Conduct field visits and co-facilitate training sessions or workshops (if necessary);
  • Document proceedings during stakeholder consultations and workshops;
  • Coordinate closely with project consultants, contractors, and suppliers and oversee their timely and quality delivery of outputs, address issues hampering their performance, and manage and mitigate risks; and,
  • Effectively apply UNDP financial oversight through the Atlas enterprise management system, including processing requisitions, receipts, and payments.

Maximize partnerships and advocacy by engaging, developing, and maintaining partnerships and linkages with government and non-government organizations—including civil society organizations, industry associations, and academic institutions—whose participation in the project will be critical to success.

Ensures facilitation of knowledge building and management focusing on achievement of the following results:

  • Identification of sources of information related to programme implementation-related issues. Identification and synthesis of good practices and lessons learned directly linked to the project;
  • Support in maintaining an effective network with development partners and government at the national level and sub-national level; and,
  • Sound contributions to knowledge networks and communities of practice.

Provides effective over-all support to other initiatives of the Climate Action Team, as may be needed.

  • Assist the Programme Analyst in providing oversight to select Projects, including ensuring timely and quality submission of Project technical and financial reports, conduct of quality assurance activities, implementation of Monitoring and Evaluation (M and E) Plan and financial monitoring.
  • Assist the Programme Analyst in select project preparation activities as part of resource mobilization,

Required Skills and Experience

Education:
  • Advanced university degree (master's degree or equivalent) in environmental science, Development Studies, Business Administration, Public Administration, Economics and other relevant related field is required
  • A first-level university degree (bachelor’s degree) in combination with an additional two (2) years of qualifying experience will be given due consideration in lieu of the advanced university degree
Experience:
  • Applicants with Master’s degree (or equivalent) in a relevant field of study are not required to have professional work experience. Applicants with a Bachelor’s degree (or equivalent) are required to have a minimum of two (2) years of relevant professional experience at the national or international level in providing strategic and coordination support to project development, project management, monitoring and evaluation, and knowledge management in development cooperation or related areas is required
  • Proficiency in standard software applications Word, Excel, PowerPoint, Outlook etc. is required
  • At least two (2) years of experience working in projects with a specific focus on Climate Change and/or Biodiversity Management
  • Work experience in developing and/or implementation of sectoral net-zero carbon roadmaps, innovative sustainable finance instruments, and/or ESG/sustainability strategies is an advantage.
  • Previous working experience with international organizations and familiarity in working on ODA projects; working with UN is an advantage.

Required languages:

  • Proficiency in spoken and written English and Filipino as national language is required
