You are invited to join a team of dedicated development professionals whose primary role is to support the Philippines to achieve the 2030 Agenda. As part of the UNDP team your focus will be to work with multiple stakeholders to find the country specific solutions that lead to the eradication of poverty and to ensure no one is left behind - and we reach those furthest behind first.

You will be confronted with diverse development challenges, including addressing basic development needs, supporting institutional transformations to enable sustainable development, and enabling rapid recovery from shocks, crises and conflicts by strengthening development pathways. These development challenges are not mutually exclusive. In fact, they often coexist, requiring tailored integrated solutions that can adequately address specific deficits and barriers.

You will have strong knowledge and demonstrated experience in one or all of the following: climate action; institutions and partnerships development; and peace building. Your role will be to contribute to building and managing a multi-million dollar portfolio of activities that help to shape effective development policy and programs in the Philippines. You will work collaboratively with your colleagues to ensure holistic, integrated, effective and efficient programming. You will also work with our sister UN Agencies, UNDP HQ staff, Government officials, technical advisors and experts, multi-lateral and bi-lateral donors and civil society to successfully implement the UNDP programme.

Under the guidance of the Outcome Lead (Climate Action) lead the day to day management of the portfolio of activities that contribute to effective achievement of progress in the SDG dimensions of Planet and Prosperity: urbanization, economic growth, and climate change actions. He/She will have knowledge of government institutions both at national and sub-national level. He/She will have relevant exposure in programming with GEF, GCF and other relevant global environment initiatives. He/She will have knowledge of issues and solutions in relations to programming and advocacy in relation to Climate Impact, Disaster Risk Management and response.

The role of the Programme Analyst will be to support the proper management and achievement of the country programme assigned outcome. The Programme Analyst through direct monitoring of implementation and use of evaluations, reviews and knowledge management products will contribute to pipeline development and resource mobilization.

The Programme Analyst will support the management of a team composed by a Programme Associates and Programme Assistants. The Programme Analyst will support Project Managers assigned in their portfolio and will contribute to cross-practice cooperation and coordination, portfolio management to maximize impact and focus on CPD outcome results.

Duties and Responsibilities
1. Implementation of programme strategies.
  • Provides support, as necessary, to the analysis and research of the political, social and economic situation in the country and contributes to the preparation of substantive inputs to UNDAF, CPD and formulation of project documents.
  • Identification of areas for support and interventions within the assigned CPD outcome areas.
  • Effective application of RBM tools and achievement of programme and management targets. Support the design of mechanisms to accelerate delivery and enhance impact of programme portfolio.
  • CO business processes mapping and preparation of the content of internal Standard Operating Procedures in Results Management.

2. Management of the CO programme.

  • Support to the design and formulation of CO programme within the area of responsibility, translating UNDP’s priorities into local interventions. Coordination of programme implementation with the executing agencies. Introduction of performance indicators/ success criteria, cost recovery, targets and milestones.
  • Participation and contribution to project to PAC, finalization of partnership agreement; determination of required revisions; coordination of the mandatory and budget re-phasing exercises, closure of projects through review. Programme Analyst can perform functions of Manager Level 2 if delegated by the CO Senior mgt, participates in recruitment processes for projects.
  • Financial and substantive monitoring and evaluation of the projects, identification of operational and financial problems, development of solutions. Leadership in audit of NIM/DIM projects.
  • Effective follow up on audit recommendations. All exceptions are timely reported.
  • Aggregate reports are regularly prepared on activities, outputs and outcomes. Preparation of donor reports.

3. Support to strategic partnerships and ensures effective implementation of the country office resource mobilization strategy.

  • Operationalization of partnerships with the development partners in the specific CPD outcome areas based on strategic goals of UNDP, country needs and donors’ priorities;
  • Analysis of counterpart capacities and identification of capacity building support packages for National Partners, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for initiation of new projects, active contribution to the overall office effort in resource mobilization.
4. Facilitation of knowledge building and knowledge sharing.
  • Organization of trainings for the operations/ projects staff on programme.
  • Effective contributes to sharing competencies and expertise across projects, teams and peers
  • Synthesis of lessons learnt and best practices in programme
  • Sound contributions to knowledge networks and communities of practice
5. Provision of top-quality advisory services to the Government oriented to capacitate national ownership of UNDP programme and facilitation of knowledge building and management.
  • Identification of evidence based related to outcome results to feed back into the Programme & Impact Advisory Team effort of the CO steering relevant to the country Programme.
  • Identification and synthesis of best practices and lessons learnt directly linked to programme country policy goals.
  • Sound contributions to knowledge networks and communities of practice.
  • Organization of training for the operations/ projects staff on programme issues.
  • Professional growth through active learning.

Required Skills and Experience Education:
  • Advanced university degree (Master’s degree or equivalent) in a relevant field of expertise such as Environmental Management, Business Administration, Economics, Political Sciences, Social Sciences or relevant Outcome discipline is required OR
  • A first-level university degree (Bachelor’s degree) in the areas mentioned above in combination with additional 2 years of progressively responsible professional experience will be given due consideration in lieu of the advanced university degree.
Experience:
  • Applicants with a Master’s degree (or equivalent) in a relevant field of study are not required to have professional work experience. Applicants with a Bachelor’s degree (or equivalent) are required to have a minimum of two (2) years of relevant professional experience in national or international level in providing management advisory services, hands-on experience in design, monitoring and evaluation of development projects is required.
  • Experience in preparation of concept notes, project proposals in the areas of biodiversity, natural resources management, resilience and climate change projects
  • Experience working in the UN/ international organization is an advantage.
  • Experience working with government agencies, local communities including indigenous peoples, and stakeholders involved in environment,natural resources and climate change
  • Experience in monitoring, evaluation and supervision of projects in the areas of biodiversity, natural resources management, resilience and climate change projects
  • Proficiency in English and Filipino is required.
  • Working knowledge of other UN language desirable.
