Overview

The USAID-funded ABC+ Project: Advancing Basic Education in the Philippines is currently accepting applications for Partnerships and Stakeholder Engagement Specialist. This activity will work with the Government of the Philippines to support improved literacy in mother-tongue, numeracy, and social and emotional learning (SEL) in grades K-3 through the ABC+ Project. The project outcomes will include improved education system capacity to manage and implement interventions supporting effective early grade instruction. The activity will target select areas in several regions in the Philippines.

The Partnerships and Stakeholder Engagement Specialist will shape the ABC+ Project’s approach to enhancing collaboration and through partnerships and engagement towards a common goal to maximize programmatic impact and sustainability. S/he will identify opportunities for strengthening partnerships between and among DepEd and LGUs, private sector, development partners, communities, and other education stakeholders. The position will be based in Manila and will report to the Education Systems Strengthening Advisor (ESSA).

Responsibilities

  • In close collaboration with DepEd, develop and implement models of partnerships that target the core issues in foundational learning.
  • Lead in training ABC+ staff and DepEd on strategic engagements with partners.
  • Contribute to the efforts of DepEd across the governance structures in strengthening partnership mechanisms for early grade learning.
  • Develop the project’s partnerships and stakeholder engagement plan and provide technical guidance in operationalization and implementation of said plan.
  • Lead the team in contributing to DepEd’s efforts in implementing a data-driven mechanism for area-based multi-stakeholder investment programming for the early grades

Qualifications

  • Bachelor’s Degree in relevant field such as business or development and 8 years of relevant and progressively increasing responsibility developing and maintaining strategic relationships between public and private sector partners and growing those partnerships or Master’s degree with 6 years of relevant experience.
  • Experience working in the private sector and education stakeholders or a demonstrated understanding of partner engagement principles and ability to develop a vision for both private and public sector alignment/convergence for increased development outcomes for children in the early grades.
  • Demonstrated experience in working with high-ranking officials at the national and the local levels
  • Demonstrated success working with senior private sector partners, national government agencies, donor partners, and international organization partners; and
  • Facilitation and coordination skills in a multi-stakeholder context
  • Strong technical writing and reporting skills
  • Demonstrated track record of working in teams and fostering partnerships.
