Context
Under the overall supervision of the Senior HR Officer (Organizational Design and Classification) and direct supervision of the Human Resources Officer (Organizational Design and Classification) based in Valencia, Spain, the National HR Officer (Organizational Design and Classification) will be responsible and accountable for supporting the implementation of the Organization’s Job Classification and Organizational Design Frameworks, ensuring they are effectively integrated with workforce capacity planning and client service delivery. The role will coordinate and provide efficient, effective, and timely advice and operational services to internal stakeholders, leveraging AI tools and data-driven insights to enhance accuracy, consistency, and decision-making. By aligning classification, organizational design, management and workforce capacity initiatives, the position will support the building a responsive, agile, and well-structured organization that meets evolving business and client needs. The incumbent will ensure that Position Descriptions (PD) are correctly classified, aligned with organizational structures, and consistent with IOM and UN standards.

Required Qualifications And Experience
Education
- Master’s degree in HR, Business Administration, Psychology, Social Sciences or related fields with two years of relevant professional experience; or,
- Bachelor's degree in above-mentioned fields with four years of relevant professional experience
Experience
Required:
- Progressively responsible experience in Human Resources Management
- Proven experience in leveraging Artificial Intelligence (AI) to optimize HR processes and enhance operational efficiency
- Proven experience in working in a multicultural environment
- Experience working in or with UN agencies, international organizations, or within the framework of the UN Common System
- Strong knowledge of job evaluation and classification methodologies and principles including point-factor systems, benchmark comparisons, and competency-based job design
- Hands-on experience conducting Job Evaluation exercises and applying the UN Master Classification Standards
- Experience in capacity building and training delivery related to classification or broader HR topic
- Ability to advise, persuade, and guide management and staff on classification matters
- Strong client service orientation, demonstrating responsiveness, tact, and adaptability in addressing stakeholder needs
- Excellent interpersonal and teamwork skills, with the ability to collaborate effectively in a multicultural environment and build constructive working relationships across levels and functions
- Proficiency in common office software (Word, Excel, databases), AI tools, HR information systems to enhance efficiency and data accuracy
- Strong organizational skills, with the ability to manage multiple classification requests, competing priorities and tight deadlines
- Advanced analytical skills and problem-solving skills, including the ability to interpret duties, responsibilities, and competencies of positions
- Excellent writing, documentation, and presentation skills.
