About The Project
The Futuremakers Project is part of Plan International’s Skills and Opportunities for Youth Employment and Entrepreneurship (SOYEE) program. It aims to equip 1,500 young people (80% women, including 5% youth with disabilities) aged 18–30 with foundational skills to access decent work and improve their economic conditions.
Implemented in Western Samar, Northern Samar, and Navotas, the project prioritizes young women and persons with disabilities who are Not in Education, Employment, or Training (NEETs).
The Opportunity
We are looking for a Monitoring, Evaluation, Research, and Learning (MERL) Officer who will lead the project’s monitoring and evaluation efforts and knowledge management. This role is critical in ensuring that data-driven insights inform project implementation and learning.

The Opportunity
We are looking for a Monitoring, Evaluation, Research, and Learning (MERL) Officer who will lead the project’s monitoring and evaluation efforts and knowledge management. This role is critical in ensuring that data-driven insights inform project implementation and learning.
Key Responsibilities
- Lead the implementation of the Program Accountability and Learning (PMERL) System
- Develop and manage the project’s MERL plan and database systems
- Review project proposals and activity outlines
- Facilitate participatory program reviews with staff and partners
- Prepare progress reports and provide analytical insights
- Deliver training for staff and partners on PMERL, SAP, and project management
- Support emergency response activities when needed
- Bachelor’s degree in Development Communication, Social Sciences, Community Development, Statistics, or related fields (Master’s degree is an advantage)
- At least 3 years of experience in research, planning, and managing development projects
- Strong background in participatory research and M&E methods
- Excellent written and verbal communication skills
- Experience working with diverse stakeholders and marginalized communities
- Willingness and ability to conduct fieldwork in project areas
- Must be a Filipino national and currently based in the Philippines
