About This Role

The Manager, Human Resources and Administration is responsible for overseeing the HR function/operation and administration function in the Country Office (CO). The post will spearhead the implementation of global initiatives and ensure efficient delivery of HR and Admin support services in the areas of recruitment and staffing, employee relations and engagement, performance and development, compensation and benefits, HR operations and compliance, office management, facility management, security management, compliance and risk management, procurement, and organizational culture management. The incumbent will be a member and a resource to the senior management team (SMT) and country leadership teams (CMT) to drive and integrate the HR and Administration agenda into the strategic and operational plans of the CO. Working closely with the Country Director and the SMT members the Manager, Human Resources role will be instrumental in fostering a work environment that supports our mission of nurturing the development and well-being of children.

Required Experience And Education

Education/Experience

  • 5 -7 years of proven HR and Admin experience ; work with international/local non-government/ foundations and or for-profits organization is ideal .
  • Successful candidates should have a bachelor’s degree in human resources, business administration or related field. Equivalent professional experience may be considered in lieu of formal educational requirement.

Primary Responsibilities

Recruitment and Staffing:

  • Coordinate with department heads and hiring managers to identify staffing needs, review jobs description and ensure timely hiring of qualified individuals.
  • Work with the Global Shared Services and the Recruitment and Retention teams in facilitating recruitment activities that include employer brand building, job postings, candidate screening, assessment, interviews, selection, reference and background checks, up to employment offer stage.
  • In coordination with the hiring manager, develop an orientation/onboarding program tailored to the need of the new staff and role.
  • Oversee the offboarding process, including the conduct of exit surveys and outplacement support, as applicable.

Employee Relation And Engagement

  • Serve as the first point of contact for employee inquiries and concerns, support conflict resolution, and provide recommendations to the leadership teams on maintain a positive work environment.
  • In coordination with the Country Director and the HRBP, provide support in managing staff disciplinary process to ensure compliance with organizational standards and the local labor laws.
  • Facilitate the development and implementation of employee engagement programs that measurably improve morale and staff retention.

Performance And Development

  • Support the implementation of the established process for performance management ensuring that staff and managers formulate, track and evaluate goals based on prescribed timeline.
  • Support initiatives to develop core, leadership and technical competencies required by individuals and teams to improve performance and achieve their performance targets.
  • With support from the Sr. Advisor, Talent Development, implement programs and initiatives to support the professional and career development plans of the staff.

Compensation And Benefits

  • Oversee the process and ensure timely and accurate payroll release.
  • Manage and administer the employee benefits programs and ensure competitive and equitable benefits resulting to employee satisfaction and retention.
  • Provide guidance on compensation, e.g., salary determination, increases, etc., in accordance with the Total Rewards and Recognition and any applicable local policy and regulations.
  • Support the annual merit process, salary and benefits surveys and other global initiatives related to compensation, rewards and recognition.

HR Operations And Compliance

  • Facilitate the process of periodic review, update and align the CO’s HR policies and practices to ensure compliance with local labor laws, while also adapting to the changing employment best practices.
  • Maintain data integrity in WeConnect and hardcopy documentation of employee records as maybe prescribed by local laws and regulations; provide support to the SMT on analyzing HR metrics.
  • Act as the focal point for enhancing the capacity of the CO to adhere to safety and security policies and guidelines, and in upholding of the duty of care towards staff.

Organizational Culture Management

  • Champion the culture of MAGIC (particularly performance and learning) and promote awareness of ChildFund’ s core values (CHILD) in the CO, while collaborating with the Inclusion Diversity Equity and Accessibility (IDEA) council and HRBP to spearhead relevant initiatives.
  • Oversee the implementation of ChildFund’ s Safeguarding Policy and Procedure, ensuring that all staff are trained and HR’s compliance with protocols to prevent harm and uphold the safety and dignity of children and vulnerable individuals.

HR Practice Lead in [specific HR Capability]:

  • Serve as point person (or champion) for specific HR capability or initiative, and provide support, guidance, and training to global HR teams and staff across different countries.

Leadership And Oversight Of Administration

  • Provide leadership and oversight of office administration, ensuring efficient and effective administrative support.
  • Manage the procurement process to ensure timely and cost-effective purchasing of goods and services.
  • Oversee fleet management, ensuring the proper use and maintenance of vehicles.
  • Coordinate logistics for country program activities, including travel, accommodations, and event planning.
  • Ensure the office environment is safe, secure, and conducive to productive work.

Safeguarding

  • Remain alert and responsive to any safeguarding risks; acquire relevant knowledge and skills to enable you to understand the safeguarding policy and procedures; promote strong safeguarding practices; perform your duty and responsibility to safeguard, report violations, and promote appropriate behavior; and conduct yourself in a manner consistent with the organization’s policies and values.
