Job Summary

The Philippine Institute of Volcanology and Seismology (PHIVOLCS), the Service Institute of the DOST mandated to mitigate disasters that may arise from volcanic eruptions, earthquakes, tsunamis, and other related geotectonic phenomena, will lead the development of the PlanSmart for Provincial Development and Physical Framework Plan (PDPFP) together with the Department of Human Settlements and Urban Development (DHSUD) under the SHIELD Programme to support risk-informed land use and development planning at the provincial level.

Responsibilities & Duties

Under this assignment, customer seeks to engage the services of a Research Associate who shall primarily assist DOST-PHIVOLCS in undertaking empirical and quantitative research work towards the generation of built-up areas using AI. Specifically, the Research Associate shall perform the following activities:

• Conduct collection and processing of remote sensing and geographic information system (GIS) data for land cover analysis
• Conduct data gathering, processing, analysis, and interpretation of results related to hazard and risk mapping
• Explore techniques on AI, geophysics and remote-sensing and contribute to developing up-to-date methodologies
• Coordinate with the SHIELD Support Unit (SSU), DOST-PHIVOLCS, and other project partners in support to the fulfillment of above outputs
• Prepare manuscripts, technical reports, presentations, and other documents related to the project
• Prepare project-related correspondence and administrative documents as needed
• Provide technical inputs in project-related internal and external meetings, planning sessions, workshops, and other associated activities
• Provide technical assistance to DOST-PHIVOLCS to ensure that the project deliverables are produced on the scheduled time
  
  

Deliverables

• Submission and acceptance of report and/or presentations on:
• Data collection relevant to the formulation of AI Script (training sample, satellite image, drone image)
• Various literature reviews related to image classification, remote sensing and AI.
• Submission and acceptance of report and/or presentations on:
• Standardization of the AI methodology (ArcGIS and GEE)
• Submission and acceptance of report and/or presentations on:
• Testing, processing, and generation of built-up areas using the initial AI script
• Initial built-up areas result
• Submission and acceptance of report and/or presentations on:
• Enhancement of the methodology/script
• Final built-up areas result
• Submission and acceptance of report and/or presentations on:
• Accuracy assessment and initial remotely sensed validation of generated classified image
• Submission and acceptance of report and/or presentations on:
• Field validation
• Final accuracy assessment
• Submission and acceptance of Comparative Analysis Report of methodology for ArcGIS and GEE, relevant scripts, GIS files, technical documentation, and other relevant outputs generated
  
  

Essential Skills

Education:

• Bachelor’s degree in Geology, Geodetic Engineering, Meteorology, Geography, Computer Science, or any course related to GIS. A master’s degree or PhD degree is an advantage, including any certifications on higher/continued learning/professional development.
  
  

Experience

• At least two (2) years of relevant work experience in land cover classification using remote sensing/artificial intelligence, GIS, risk calculation, and research using geophysical, geomorphological, geologic and AI techniques and instrumentation.
• At least two (2) years of relevant work experience in research and development, specifically in data collection, data processing and analysis, conduct of fieldwork, preparation of technical reports and research papers, documentation, and coordination with stakeholders
• At least one (1) qualified and relevant technical document, report, and/or research paper, authored/published either as the author/publisher, co-author, project lead/coordinator, or manager
• Familiarity with numerical modelling, Python programming, statistics, R software and field and drone surveying is an advantage.
