PROJECT BACKGROUND
The Project invests in initiatives tackling climate adaptation and mitigation with a view to increase the resilience of communities and ecosystems most vulnerable to climate change. To curb the effects of climate change, substantial funding should be injected in solid business solutions advancing climate adaptation. The Project is managed by a pioneering consortium of financing institutions and global conservation organizations, including WWF. It has an Origination Facility (OF) using blended finance to identify eligible projects and supports them to become bankable. Through the OF that WWF-Philippines manages for the 2026 project, it shall guide the partner company in greening their production facility and supply chain.
Global market opportunity necessitates the partner company’s facility expansion and increasing their farm supplies in producing various products. The WWF work involves local communities in the province of Davao Oriental to strengthen the company’s supply chain by engaging with local farmer-associations and cooperatives. This helps improve the climate resilience of the project by creating a professional, scientific and independent baseline to understand the community needs for livelihood augmentation.
SCOPE OF WORK
The Consultant will provide oversight in the conduct of the integrated baseline information research pertaining to socio-economics, policy, and governance that feeds into the piloting of select farms in Davao Oriental. The consultant will provide the technical guidance to the project staff on data collection and tabulation of data results. He/she will lead in the assessment and analysis of the output data, including the validation of the results and planning with the stakeholders to improve their overall livelihood as part of the industry’s value chain.
MAJOR DUTIES AND RESPONSIBILITIES
1. Review the literature and policies applicable to the Project, specific to the industry and its value chain.
2. Develop the questionnaire/survey tool that will be used for the socio-economic profiling, details to be discussed and developed with the project team.
3. Conduct a training session for project staff and enumerators in data collection.
4. Analyze the results and develop recommendations to derisk farmers’ and client’s vulnerabilities. Details to be discussed and developed with project team.
5. Facilitate and present the results of the baseline data to the stakeholders, and solicit feedback on the recommendations.
6. Develop the compliance monitoring and documentation protocol based on the baseline information gathered.
7. Write a full report on baseline data with strategic recommendations on the OF project implementation, including a sustainable ESG partnership with the company.
EXPECTED DELIVERABLES
The Project will run for 15 months and aims this engagement to produce: Output I An integrated report with Stakeholder Analysis of the target beneficiaries to include but not limited to: 1. Socio-economic profile of the select municipalities in the project site, covering
- Basic demographic data
- family size & income/ living wages
- gender and social inclusion
- cultural heritage
- current production practices
- access to finance and others
3. Policy and Governance Assessment from national level to local governments
4. Climate conditions including historical and trends
5. Environment & Social risks
6. Local knowledge systems and climate adaptations, etc Output II An ESG data system upgrade and ESMS reporting mechanism established for the post-OF engagement
- M&E monitoring dashboard
- Envi & Social safeguards
CONTRACT TERM
The term of engagement will be from January - March 2026 for Output I; and February – April 2027 for Output II. The consultant is expected to submit a technical proposal that describes the methodology together with the proposed work and financial plan. A full contract follows upon agreement on the details of this engagement.
SCHEDULE OF PAYMENT
Payment will be made in three tranches – 20% down payment, 70% upon completion of deliverables, and 10% upon acceptance of the final report.
QUALIFICATIONS
1. Extensive knowledge and work experience in:- Risk management and ESG safeguards development.
- Environmental, social, economic and governance issues in the Philippines, particularly in Mindanao. Exposure and knowledge in other developing countries would strengthen a candidate’s position.
- Developing safeguarding mechanisms and compliance monitoring tools for reducing vulnerabilities of stakeholders—client, target beneficiaries, local government—due to climate, environmental, economic and governance changes.
3. Familiarity and former experience working with WWF-Ph would be a strong qualification, as this project aims to unify, integrate and standardize past works of WWF-Philippines
