Title: Facilities Management Officer (Canlubang)

The Facilities Management Officer is responsible for integrating people, places, and processes within the built environment with the purpose of improving the quality of life of people and the productivity of the core business.

The Facilities Management Officer shall handle the critical equipment of the Facilities Management (FM) operations primarily the fire protection equipment, fire detection & alarm system (FDAS), air-conditioning system, ventilation system, hygiene facilities, electrical & auxiliary systems, and CCTV systems. S/he is responsible for the technical operations of the Facilities Management in the commissary including equipment uptime and availability, preventive maintenance, repair works and creation of an effective 52-week maintenance plan. S/he must handle 3rd party contractors in terms of operations, compliance, conduct of inspection & preventive maintenance, contract management and SLA monitoring. S/he shall create systems and programs that will greatly improve the over-all operational efficiency of the Facilities Management team and ensure 100% operation of critical equipment and adherence to the highest standards in terms of manufacturing practices and occupational safety & health.

Key Responsibilities

Property and Portfolio Management:

  • Effective monitoring and oversight of FM equipment for the 24/7 operations of the commissary
  • Conducts asset inventory and monitoring, capital replacement planning for furniture, equipment and facility, and asset disposal
  • Liaises with government regulatory bodies to ensure regulatory and statutory compliance of the facilities primarily fire protection and environmental
  • Cordial and professional engagement with the accredited 3rd party contractors and service providers for operations and preventive maintenance
  • Monitors and reports budget utilization including proper OPEX & CAPEX monitoring, expense forecast, accrual, and pull-forward with effective cost management in mind
  • Drafts and implements programs pertaining to:
    • Occupational Safety and Health (OSH)
    • Emergency Response Team (ERT)
    • 5S Program
    • EnerCon Program
    • Sustainability
    • Business Continuity Plan (BCP)
Business Support Services Management

  • Create, design and develop the 52 Week Facilities Plan of the commissary that incorporates preventive maintenance schedule and frequent activities to ensure 100% availability
  • Implementation of preventive maintenance programs on critical equipment especially on the fire protection, FDAS, hygiene equipment, air-conditioning units and CCTV
  • Conducts reviews of support services procedures and guidelines for continuous improvement purposes
  • Develops and implements quality systems and Service Level Agreement (SLA) in all support services areas and utilizes the latest technologies and processes that support and contribute to the attainment of the KRA's and the organization's business objective(s)
  • Ensure 100% operations of critical equipment and provide solutions and interventions on potential and/or actual equipment breakdown

Project Management

  • Submission and creation of projects that will improve operations, initiate impactful savings and/or contribute to sustainability objectives of the company
  • Write and propose business cases for projects complete with timelines, decision analysis, cost comparison, bill of quantities, and benefit analysis
  • Analyze financial aspect of projects for cost reduction, savings opportunities, and engineering advancement
  • Assures that all projects are in accordance with the standard procurement procedures
  • Ensures effective project implementation and develops:
    • Risk Management Register
    • Communication Plan
    • Project Work Order Management
    • Change Order Management
    • Cost and Quality Management
    • Stakeholder Management
  • Ensures proper turn-over of completed projects to identified users
Compliance

  • Develops and implements corporate-level programs that promote sustainability, aligned with the “zero waste to landfill” programs
  • Processes government licenses and permits especially equipment PTOs (permit to operate), ensures validity and monitors timely renewal
  • Creates programs that will adhere to the internal and external compliance of FM to the manufacturing practices including audits

Job Qualifications

  • Bachelor of Science in Engineering, preferably BSME or BSEE
  • Licensed/registered engineer
  • At least 3-5 years experience in professional facilities and/or property management, preferably with experience in manufacturing industry
  • Strong technical skills and engineering knowledge
  • Customer service-centric
  • Strong leadership skills
  • Ability to build gainful relationships
  • Persistent in driving solutions and continuous improvement
  • People management experience
  • Must be willing to work in Canlubang, Laguna.
