Overview

The USAID-funded ABC+: Advancing Basic Education in the Philippines project is currently accepting applications for Early Grade Curriculum Content Specialist for Language and Literacy, which ensure social and emotional learning is infused in the program intervention. This activity will work with the Government of the Philippines’ Department of Education to support improved literacy, numeracy, and social and emotional learning (SEL) in grades K-3. The project will target Regions V (Bicol) and VI (Western Visayas).

The Early Grade Curriculum Content Specialist will primarily work with ABC+ Technical Team to provide support on the development of intervention design, planning and coordination for ABC+ early literacy and numeracy training, in support of the DepEd MATATAG agenda. The positions will be based in Manila and will be reporting to the Deputy Chief of Party-Technical Programs. The ABC+ technical team will collaborate closely with the technical counterparts in the Department of Education to ensure alignment of programs and activities with the MATATAG Agenda.

Responsibilities

Essential Duties:

  • In collaboration with the DCOP-Technical Programs and technical specialists, provide technical assistance on the development and design of the early literacy and numeracy learning resources, including formative assessment activities (i.e. MATATAG Curriculum resources - lesson exemplars and activity sheets)
  • Engage DepEd at the central and regional level to collaborate on how ABC+ can support the Department’s efforts in implementing their respective Learning Recovery and Continuity Plans (LRCP), and key activities aligned with the MATATAG agenda.
  • Support the development, implementation, and evaluation of the activities from designing of the intervention, implementation, M&E, and review and redesigning of the intervention related the early literacy and numeracy, social and emotional learning, including documentation.
  • In coordination with the field teams, implement the agreed-on project quality standards and processes and work effectively with the technical team in the quality assurance of activity implementation.
  • Involved in the preparation of knowledge products, and other materials needed for activity implementation such as development of orientation videos, infographics how-to-guides, etc.
  • Participate as resource person in training activities or coaching and mentoring sessions.
  • Integrate IT platforms into teacher training and coaching to be used by various providers.
  • Support in the technical review and quality assurance of the learning resource packages including content editing, proofreading, feedback in lay outing and reviewing prior to printing and distribution
  • Establish and maintain regular policy and technical dialogue with DepEd and other relevant agencies with respect to teaching and learning materials development and quality assurance.
  • Contribute to quarterly and annual reports, presentations to USAID, Ministry, and other development partners, and other reports as needed.
  • Contribute to the tracking of key performance indicators and the generation of lessons learned from technical activity implementation.
  • Document good practices/innovations in implementing programs for possible replication.
  • Undertake frequent travels to ABC+ Projects target areas to provide technical support to the field teams.

Qualifications

Minimum Required Education and Experience

  • Bachelor’s Degree in education or a related field and 10 years of experience in developing education-related programs, especially in early literacy and numeracy (in different learning delivery modalities - online, remote learning), or Masters’ degree with at least 8 years of experience in a related
  • Significant experience in education development for literacy and/or numeracy in early
  • With background on project management and technical
  • Experience in developing instructional design and module
  • With solid understanding of various learning delivery options in education, preferably for the early grades. Prior experience with the development of early grade teaching and learning resources, training programs, classroom monitoring protocols, and tests and assessments, is an advantage
  • Familiar with navigating various multi-media platforms for teaching and learning resource development (i.e. print, video, online tools)
  • Familiarity in designing and handling online or hybrid learning delivery and navigating Learning Management tools and technology is an advantage
  • Experience in video editing and content creation is a
  • Is knowledgeable in software applications such as Adobe InDesign, Adobe Creative Suite, Canva, and other similar applications, an advantage.

Skills And Abilities

  • Proven ability as a facilitator/trainer and
  • Strong interpersonal skills and ability.
  • Strong oral/written communication skills, experience in process documentation a plus
  • Ability to work effectively as a team member and
  • Must be professionally proficient and fluent in written and spoken English. It is preferred, but not required, that the candidate be conversant and fluent in Filipino and/or other local
