DEQ Construction/Installation Supervisor

Job Title: DEQ Construction/Installation Supervisor

Purpose of the Job: Manage the preparation of construction documents, installation of equipment and other necessary documents deliverables in accordance with Project requirements ensuring its delivery according to the quality, cost, performance and scheduled commitment originally agreed and, if applicable, updated as a result of negotiated variation orders.

ORGANIZATION

Reports directly to: Currently, DEQ PM / DEQ DPM. But will be transferred to DEQ Construction Manager.

Main Responsibilities

Key accountabilities:

• Supervise the construction of civil structures and rectifications as necessary for depot equipment installation.
• Prepare delivery, inspection and Installation monitoring for depot equipment.
• Coordinates with logistics for the updates of the transportation of equipment
• Prepare Construction Schedule and Installation Plan.
• Support the technical contractual scope of the project:
• Ensure availability of resources to achieve the Engineering on time. Subsequent to design phase, to support installation in achieving desired quality, cost, on-time completion and functional performance.
• Manage Design and Interface Issue with other stake holders such as Rolling Stock Contractor, Internal Subsystem, System and Subcontractors.
• Prepare letter for possible claims and coordinate with the project legal team.
• Continuously find ways to utilize available resources in order to contribute to savings.
• Support the processing of the customer acceptance of the project solution, especially for deviations.
• Ensure on-time submission and approvals.
• Support the project technical risks and the corresponding mitigation plan
• Validate the technical design choices with the peers.
• Identify the applicable regulations in the customer country/city and monitor if they are taken into account in design.
• Provide periodic report.
• Support the project solution, including the customization and specific configuration of the generic solution to meet Quality, Cost, Delivery and Performance (QCDP) commitments:
• Ensure, with the support of the required experts and involving all stakeholders, that all the technical requirements of the contract are fully addressed throughout the project lifecycle, from the capture stage up to the demonstration.
• Be responsible of the project design and application engineering activities.
• Supervise Verification & Validation activities.
• Verify Project Safety Case (scope, strategy and exported constraints)
• Functionally support the DEQ engineering team:
• Accomplish Task(s) assigned by the Engineering team.
• Prepare the as-builts, O&M documents on time.
• Deploy the applicable engineering process, methods & tools to ensure completion of the works on time.
• Manage and participate in the evaluation of the project engineering team.

• Ensure REX are compiled progressively and presented to project management and Platform. Support PrQSM to consolidate the REX of the Project and the Reliability Growth.
• Share Environment, Health and Security (EHS) rules with project engineering team (receiving inputs from PM/Project EHS Manager/Coordinator or RC EHS Manager)
• Support the interface with the project core team:

• Provide all technical documents in time for the industrialization, sourcing, installation, test and commissioning
• Provide support for execution of technical activities on-shore (delegation of responsibility could be defined and formalized in the Engineering Management Plan of the Project)
• Support in solving technical issues detected by different core team members.
  

Job Requirements:

• Candidate must be a licensed Civil Engineer or equivalent.
• Preferably with relevant work experience in Depot Equipment (Rolling Stock), Construction, Installation and Commissioning.
• Systematic and detail oriented.
• Must be knowledgeable in CAD operation.
• Willing to be assigned to Mabalacat, Pampanga.
