Overview

  • This position will be physically located in Philippines in support of LOGCAP**

Under the supervision of the Facilities Maintenance, the Minor Construction Project Manager provides supervision, oversight and coordination support for the construction efforts of multiple projects. The Project Manager acts in concert with the Facilities Manager to provide effective leadership and oversight throughout all aspects of the project lifecycle from initiation through close-out and is adept at communicating with various stakeholders to manage expectations and maintain positive relationships. The Project Manager is responsible for supervising skilled and unskilled construction teams, as well as subcontractors to achieve quality results, within scope and on-schedule. The Project Manager provides subject matter expertise, technical guidance, training and mentorship to tradesmen. The Project Manager ensures compliance with company policies, job-site safety and all administrative requirements. The Project Manager participates in the completion of various technical documents to include SOW’s, ROM’s, Technical Volumes, Field Surveys, Risk Assessments and other documents as required. Supervisors conduct internal quality checks and assessments to ensure the quality of work as well as promoting a safety culture throughout the organization and on the jobsite.

This position requires excellent supervisory skills, along with strong communication and administrative skills and a working knowledge of building codes and the latest construction practices.

Responsibilities

This position description is subject to change at any time as needed to meet the requirements of the program or company.

  • Provides and directs engineering, design, construction and maintenance services for existing and new infrastructure. Services include designing, engineering, constructing, and managing construction subcontractors for new permanent and temporary facilities in host nation, as well as remodeling and maintaining existing structures.
  • Must ensure all projects are managed effectively from initiation to closure utilizing current Project Management processes and techniques.
  • Effectively plans future work to create and establish project schedules and budgets.
  • Develops schedules and workload requirements for the project team to ensure effective execution of all planned work.
  • Provides supervision of all projects and ensures all project stakeholders’ schedule, budget, and quality requirements are met.
  • Inspects projects and provides timely updates to Sr. Management and the customer.
  • Develops and implements effective processes to enhance operations and ensures standard operating procedures are updated and implemented.
  • Ensures all direct labor and subcontractor personnel comply with all Environmental Safety and Health ang HN requirements.
  • Familiarity with software that will assist in evaluation of RFI’s.
  • The Minor Construction Project Manager, supervises the construction efforts of multiple projects (New construction, refurbishment, repair orders and assessments).
  • Coordinate resources and efforts with in-house labor teams, subcontractors, materials and supply sections, military clients, end users and management to provide the necessary support to ensure the success of assigned projects
  • Facilitate and obtain any necessary pre-construction authorizations such as: permits, surveys, etc.
  • Monitors repair parts usage to determine if current stock levels are adequate for maintaining repair schedule. Orders/Reorders parts as necessary.
  • Monitor and enforce project schedule, labor forecast and workload requirements to ensure the execution of all planned work.
  • Ability to read and understand construction schedules, building plans, CAD and “As-Built” drawings
  • Must have Knowledge of Philippine building codes and labor safety regulations is required
  • Coordinate logistical resources to ensure that all necessary materials and tools are ordered, inspected, delivered and on-site to accomplish the job.
  • Supervise the daily activities of construction teams comprised of skilled and unskilled workers as well as subcontractors throughout all phases of construction, including Inspection and closeout.
  • Inspects each phase of work to ensure code compliance IAW HN requirements, and quality of workmanship requirements are met.
  • May participate in the development of construction documents to include, Statements of Work (SOW), Material and Labor Estimates, Risk Assessments, Project Specific Safety Requirements, and other documents as directed.
  • Performs other duties as assigned.

Qualifications

  • Minimum Qualifications: Education/Certifications: Undergraduate degree in construction management or related discipline required.
    • Bachelor's degree in Engineering, Construction Management or related field.
    • Filipino National
    • A valid HN driver’s license and the ability to obtain a U. S. Government Motor Vehicle Operator’s License and host nation Driver’s License, is required.
    • Working knowledge of a variety of construction techniques (HVAC, Electrical, Civil and Structural)
    • Minimum of Five (5) years relevant construction experience; Project Management or Construction Management.
    • Minimum of Five (5) years’ experience supervising employees.
    • Knowledge of Construction Materials is a must, departmental organizational structure, policies, rules, and procedures.
    • Incumbent must demonstrate a high degree of English comprehension, including speaking, understanding, reading, writing. Must be detailed oriented and organized.
    • Computer proficiency in Microsoft Projects, Microsoft Office Excel, PowerPoint, Outlook, and Word.
    • Ability to read and understand construction schedules, building plans, CAD and “As-Built” drawings
    • Must have Knowledge of Philippine building codes and labor safety regulations is required
  • MAJOR JOB ACTIVITIES:
    • The Minor Construction Project Manager, supervises the construction efforts of multiple projects (New construction, refurbishment, repair orders and assessments).
    • Coordinate resources and efforts with in-house labor teams, subcontractors, materials and supply sections, military clients, end users and management to provide the necessary support to ensure the success of assigned projects
    • Facilitate and obtain any necessary pre-construction authorizations such as: permits, surveys, etc.
    • Monitors repair parts usage to determine if current stock levels are adequate for maintaining repair schedule. Orders/Reorders parts as necessary.
    • Monitor and enforce project schedule, labor forecast and workload requirements to ensure the execution of all planned work.

    • Must have Knowledge of Philippine building codes and labor safety regulations is required
    • Coordinate logistical resources to ensure that all necessary materials and tools are ordered, inspected, delivered and on-site to accomplish the job.
    • Direct the efforts of Trade Leads to ensure adequate site supervision, employee oversite and safety.
    • Supervise the daily activities of construction teams comprised of skilled and unskilled workers as well as subcontractors throughout all phases of construction, including Inspection and closeout.
    • Inspects each phase of work to ensure code compliance IAW HN requirements, and quality of workmanship requirements are met.
    • Ensure employee labor hours & project details are accurately captured and submitted to finance and work control systems.
    • Provides necessary inputs to ensure the complete and correct closure of projects, which may include excess material inventory, loss reports, lessons learned, project performance reports, warranty information or other documentation
    • May participate in the development of construction documents to include, Statements of Work (SOW), Material and Labor Estimates, Risk Assessments, Project Specific Safety Requirements, and other documents as directed.
    • After project execution, responsible for punch list, workmanship follow-up and warranty work as needed
    • Ensures all direct labor and subcontractor personnel comply with Environmental Safety and Health and Host Nation requirements.
    • Adhere to company safety standards and promote safety culture among employees and subcontractors
    • Plan, budget, schedule, and mobilize resources and people.
    • Performs other duties as assigned.

  • WORKING ENVIRONMENT:
    • Job assignments will involve work in and out-of-doors with exposure to extreme climatic conditions including frequent dust storms, and high temperatures.
  • PHYSICAL ACTIVITIES:
    • Must be able to lift/push/pull 50 lbs.; Work will require stooping, climbing, prolonged standing, prolonged sitting; Work in areas where a potential exist for exposure to physical, chemical, and biological agents; Personal Protective Equipment is required when applicable, such equipment includes but is not limited to head; hand; foot; torso; respiratory; vision, and hearing protection.
