Job Summary
We are seeking an experienced Compliance Manager, Housing, to work closely with the Director of Housing to manage a team that oversees the full lifecycle for corporate housing, employee housing, and/or affordable programs. The successful candidate will be responsible for ensuring program compliance, managing projects, creating and managing department forms and reporting, and developing and maintaining relationships with key stakeholders.

The salary range for this position is $88,000.00 - $132,000.00 per year. New hires generally start between $88,000.00 - $110,000.00 per year. The final salary offer will be determined after reviewing relevant factors, including but not limited to skill sets; relevant experience; internal equity; and other business and organizational needs.
This role is also eligible to participate in Essex’s discretionary Annual Bonus program that is commensurate with the level of the position.

Job Summary
We are seeking an experienced Compliance Manager, Housing, to work closely with the Director of Housing to manage a team that oversees the full lifecycle for corporate housing, employee housing, and/or affordable programs. The successful candidate will be responsible for ensuring program compliance, managing projects, creating and managing department forms and reporting, and developing and maintaining relationships with key stakeholders.
What You Will Do
- Oversee corporate, employee, and affordable housing program and ensure compliance with all federal, state, and local regulations.
- Develop and maintain positive relationships with local government agencies, community organizations, and other stakeholders.
- Develop and implement marketing strategies to attract new residents and maintain high occupancy levels.
- Work with property operations teams to resolve resident concerns
- Develop and implement policies and procedures
- Monitor program performance and prepare reports for management and stakeholders.
- Stay up to date with changes in housing regulations and programs.
- Maintain the highest level of customer service for residents, vendors, and corporate departments.
- Identify and escalate trends and provide resolution insights.
- Ensure reporting and systems are kept up to date and accurate for compliance purposes.
- Assist with other ad hoc requests as needed.
- Manage staff and oversee their training and development.

- High school diploma or GED is required.
- 5 years of experience in affordable housing and/or property management preferred.
- 3 years of management experience overseeing a team
- Be able to provide formal supervision to associates within a single functional or operational area.
- Recommend staff recruitment, selection, promotion, advancement, corrective action, and termination.
- Plan and monitor appropriate staffing levels and utilization of labor, including overtime. Prepare and deliver performance appraisal for staff.
- Mentor and coach team members to further develop competencies. Leads by example and models behaviors that are consistent with Essex's values.
- Ability to respond effectively to sensitive issues. Ability to write reports, manuals, speeches, and articles using distinctive style. Ability to make effective and persuasive presentations on complex topics to employees, clients, and/or public groups. Ability to motivate and negotiate effectively with key employees and client groups to take desired action.
- Ability to prepare high level executive and routine reports and correspondence.
- Ability to comprehend, analyze, and interpret documents. Ability to solve problems involving several options in situations. Requires intermediate analytical and quantitative skills.
- Strong proficiency in excel and data analytics
- Excellent communication and interpersonal skills.
- YARDI and power BI experience strongly preferred.
- Certification as a Tax Credit Specialist (TCS) preferred.
- Work is primarily conducted in an office setting. Requires sitting at a desk or workstation for extended periods. Involves the use of standard office equipment such as computers, phones, and printers.
- Operates in a fast-paced work setting. Requires the ability to multitask and adapt quickly to changing priorities. May involve tight deadlines and high-energy work situations.
- Requires the ability to sit or stand for extended periods. Minimal physical effort in the day-to-day tasks.
- Requires flexibility to travel based on business needs.
- Must reside in California or Washington and notify management prior to any relocation.
- Must be able to work flexible hours including evenings and weekends.
- Ability to report to corporate office and/or on site as requested.
- Decisions made with thorough understanding of procedures, company policies, and business practices to achieve general results and deadlines. Responsible for setting work unit and/or project deadlines. Errors in judgment may cause short-term impact to department.
