Context:
Water & Life Philippines, (W&L Philippines) a Filipino non-profit organization, created by the French NGO Eau & Vie is active in the Philippines in the livelihood development of Urban Slum dwellers implementing Water Network, Firefighting, Hygiene promotion, Sanitation and Solid waste management activities.
W&L Philippines works in close association with the social business company Tubig Pag Asa (TPA), created by Eau & Vie, specialized in water supply in urban slums of the Philippines, aiming at creating quality-controlled piped and metered water supply networks which are financially viable, socially responsible and adapted to the needs of urban poor.
Both W&L Philippines and TPA engaged in partnerships with the local communities, authorities, water operator and other development stakeholders through three branches in Cebu, Cavite and Leyte.
Position: Community Development Officer
JOB LEVEL:

Location: Based in Mandaue City (Cebu)

W&L Operations Manager, Program Manager
Tasks & responsibilities:
Community-building / Reinforcement & Social Assistance
- Acts as the focal person for all W&L Philippines activities with the targeted communities.
- Organize volunteer community representatives and motivate them to be participative in any activities for the benefits of their community. The aim is to enable a participative, dynamic, empowered community group with a true vision for the improvement of its living conditions.
Implementation of services and activities
- Assesses the needs in the communities regarding to the Water and Life activities: Firefighting, Hygiene, Sanitation, Solid Waste Management, and Community Building
- Organizes community leaders
- Implements program or activities related to:
- Firefighting: implements firefighting training with the fire brigade volunteers, rescue training and firefighting drill with the community;
- Sanitation: assesses the needs and facilitate the sanitation in the areas such as washing block, shower, toilet;
- Hygiene: conducts hygiene promotion activities to the identified community and implements global advocacy/campaigns related to sanitation and hygiene eg. Global Handwashing Day, World Water Day;
- Solid Waste Management: organize community clean – up drive, conduct environmental awareness raising;
- Community Building: facilitates regular community meeting and community reinforcement activities;
- Responsible for the social aspect, administrative and logistics preparation for the planned activities together with other community coordinators;
- Within the Community-Public-NGO consultative partnership, implements any social sanitation services which have been elaborated and agreed upon. These can include communal CR, shower, washing blocks, recycling, composting and segregating stations, neighborhood cleaning teams etc.
Training
- Preparation of activity proposal and report for the identified interventions per area. This can cover such themes as water, sanitation, hygiene/health, environment, fire prevention and fire-fighting, first aid etc.
- Coordinates and organize with the concerned external agencies for all trainings.
Coordination
- Coordinates with community representatives for updates and feedback from the field. Organize regular community representatives’ meetings in order to improve their involvement in W&L and develop their abilities as future leaders.
- Coordinates with the local administrative authority regarding the different development projects.
- Coordinates with other agencies regarding the activities to get inputs, and advice that can be adapted to TPA/W&L WASH project.
- Represents the organization to stakeholders and partners
- Participates in local fundraising efforts.
Reporting
- Reporting and updating W&L management about the ongoing activities in the field in verbal or written form. Report concerns and issues and discuss actions to be taken.
- Participates in the coordination meetings
- Submits any suggestions to improve TPA/W&L services.
- Contributes to the monthly activity report.
Financial Responsibilities
- Gives all necessary financial data -
- Budget preparation on the planned activities in community
- Liquidation reports with all necessary documents
- Monthly petty cash log and cheque voucher log
Others:
Employee shall additionally render such other and related services and duties as may be assigned to her from time to time by W&L Branch Coordinator and Operations Manager
Requirements:
Education:
- College/University Graduate
Experience:
- Minimum 3 years of work experience in similar position (Previous I/NGO or WASH Sector experience is an advantage)
Skills:
The applicant must demonstrate the following skills and attributes:
- Strong experience in working and organizing community
- Understanding of social and community issues or concerns
- Skilled at necessary administration work (planning, finance and reporting)
- Able to deliver strong or convincing approach to people
- Can establish good rapport local government or private partner agencies
- Registered Social Worker preferred (but not necessary)
- Can work independently and pro-active
- Sensitive ethics and compliance
- Proven computer skills such as MS Office
- Proficient in both spoken and written English (Tagalog Speaking is an advantage)
