- Improve access to water, sanitation, and hygiene services among the earthquake-affected population.
- In charge of WASH activities about safeguarding and improving the public health of the affected and the most vulnerable population. The post-holder is responsible for implementing emergency hygiene promotion activities, distributing WASH and shelter kits, ensuring the distribution of water supplies, promoting appropriate community involvement, and delivering essential WASH and Shelter services. They also provide positive acceptance of Action Against Hunger in the intervention area.
Objective 1: Programming
- Take the lead in the conduct of water supply, sanitation (WASH), and shelter technical engineering assessments at the field level, including analyzing, presenting, and reporting the results and recommendations to the Technical Team
- Participate in joint sector assessments, surveys, and evaluations to focus on water supply, sanitation (WASH), and shelter, and their contribution and impact on the other sectors.
- Apply and ensure Build Back Safer and Do No Harm principles and environmental protection in the design, planning, and implementation of construction activities.
- Prepare and Submit a Technical Dossier:
- Technical Assessment Report
- Interactive Map
- Technical Design/ Plan
- Bill of Quantity
- Terms of Reference
- Technical Clearance
- Facilitate and plan construction-related activities in the assigned sites, making sure that beneficiaries and vulnerable groups such as women, girls, the elderly, and people with special needs are consulted and involved in the process of the construction phases, such as protection concerns during nighttime use of sanitation facilities, provision of access aids for the elderly, and others.
- Implement and monitor day-to-day activities according to the Bill of Quantity and drawings/schematic diagrams in collaboration with skilled and unskilled labor. Submit the Constriction Monitoring Report once it reaches 20%, 50%, 80% and 100%
- Conduct regular water quality testing and monitoring of water facilities before and after the repair/construction works, and at the household level, and provide feedback to the community and LGU.
- Guarantees that activities don’t contribute to or impact the environment and the community, such as construction waste, contamination of sanitation facilities to surface water and water points, and others.
- Monitor and secure functionality of WASH and shelter, if needed, replace parts or repair WASH and shelter to ensure continuous use.
- Ensure good respect for working conditions while in the field, especially the respect for Action Against Hunger’s Code of Conduct and standard operating procedures for the area of operation and safety rules on the construction site.
- Conduct Capacity building for the WASH Committee/BAWASA for the sustainability of built WASH facilities.
- Represent Action Against Hunger with different community stakeholders at the field level.
- Maintain good communication with beneficiaries and partner organizations in the field.
- Monitor and report implementation of water supply, sanitation (WASH), and shelter.
- Archiving project technical documents systematically to facilitate organizational-level learning, memory, and reporting.
- Consolidate annual technical reports of Action Against Hunger project teams and of partners.
- Prepare regular reports on the detailed progress of construction for the assigned sites.
- Ensure the quality and quantity of material at the field as per BOQs and according to waybills.
- Ensure safety procedures and rules are respected in the field by all workers.
- Support the conduct of 3rd party monitoring of WASH and shelter before turnover to the community/LGU. Provide the necessary documents, such as the Bill of Quantity and Design, with the monitors. Findings on the technical results of the monitoring should be readily addressed.
- Collection and achievement of Sources of Verification based on the activities, indicators, and agreed format/tools, and submitted to the Head of Project
- Ensure proper Turnover of WASH infrastructures to LGUS and/or community-based committees such as BAWASA, WASH committee.
- Ensure completeness and quality of construction work based on the work plan and schedules.
- Ensure as-built designs are available, documented, and shared with relevant partners/LGUs.
- Prepare the daily workers payment sheet and payment documents for workers/contractors as needed.
- Support to line manager for timely submitting daily payments sheets.
- Organize day-to-day logistics, administration, and personnel activities.
- Manage all related program equipment and materials in close consultation with the logistics/procurement officer. Maintain and ensure proper project asset register.
- Education:
- University/college graduate of civil engineering, architecture, or other relevant degrees, and technical qualifications
- Licensed Engineer or Architect
- Technical Knowledge:
- Technical engineering knowledge of civil, structural, and/or emergency water supply, sanitation (WASH), and shelter.
- Familiarity with the water supply, sanitation (WASH), and shelter humanitarian standards, e.g., Sphere, Philippine Laws, and LGU ordinances
- Familiar with water systems, chlorination, water testing, plumbing, and carpentry workloads
- Significant proven work experience in engineering (designing, preparation of BOQ, and/or supervising) for water supply, sanitation, and shelter.
- Experience in implementing water supply, sanitation, and disaster risk reduction and livelihood infrastructures projects through the Cash for Work modality is an asset, including supervising CfW workers.
- Familiarity with the local culture, ability to develop respect from a wide range of people, and strong ability to communicate effectively in line with WASH and shelter.
- At least three 3 years’ experience in humanitarian organization, especially in the WASH and restoration
- With prior experience working in emergencies, recovery, and development works.
- Excellent English and Filipino. Speaking the local dialect is an advantage.
- IT systems:
- With good working knowledge on how to use Microsoft Office package e.g. Word, Excel, Powerpoint, Outlook, and TEAMS.
- Proficiency in the use of AutoCAD and SketchUp
- Valuable prior experience in issues related to the promotion of gender equality or personal commitment to gender equality.
- Compensation: based on Action Against Hunger grid.
