Technical Publication Specialist

JOB SUMMARY

Responsible for preparation, dissemination, revision, update, and control of all technical manuals and reproduction of documents and publication references necessary in the operation and maintenance of the aircraft, its system, engine, and components. Report any issues related to publications and manual distribution affecting compliance of maintenance and engineering tasks to the Technical Publication Supervisor.

DUTIES & RESPONSIBILITIES

• Ensure real-time acknowledgement and create incoming log-sheet of all transmitted technical references from AOC, approved APPC company manuals, controlled forms, and regulatory documents, including the latest revision, for Aircraft Maintenance Inspection, Repair, and Engineering Services.
• Manage and upload technical manuals and publication references in the A+eroTech Library (online manual repository).
• Conduct revision status verification of all controlled manuals in accordance with applicable regulatory and customer policies and instructions.
• Handles information dissemination of manual revisions and publication procedures update to all end-users and affected section/outstation through the approved distribution process. (i.e., LMS, company bulletin, email correspondents)
• Responsible for the Web/Cloud internet-based e-library system of all customers and OEMs, and ensure accessibility and creation of account for all maintenance personnel and other delegated users.
• Performs basic installation of different Aircraft Technical Manual software programs and computerized publication formats (e.g., AirNav, ATRNavX, Boeing ToolBox, Pratt & Whitney, etc.) to each section and outstation’s controlled computers for stand-alone backup reference
• Maintains an updated, accurate record and file of acknowledgement/revision transmittal documents from assigned manual holders and AOC customers to ensure proper documentation of technical publications updates.
• Help and educate staff/personnel on how to use and maintain technical publications libraries, and collaborate closely with the company's IT division.
• Accepts requests for acquisition of technical manuals and other publications required by end users and submits technical publications deficiency reports on noted discrepancies to improve section output.
• Ensure all company maintenance instructions are formatted, typed, properly approved, and distributed correctly.
• Complies with applicable regulatory standards of APPC and is actively involved with the APPC Safety Management System by reporting all accidents, incidents, and any hazards in the workplace and being safety conscious by exerting a duty of care in the performance of duties.
• Performs other duties as may be assigned by Supervisor – Technical Publications and Director – Capacity Planning and Engineering Services

EDUCATION & TRAINING

• Graduate of any bachelor’s degree in business management, aviation, or airline-related courses.
• Related training involving document management systems and IT solutions is an advantage.

KNOWLEDGE & EXPERIENCE

• Excellent knowledge in office management and/or experience with Technical Publications handling.
• Must have business writing capability and possess a strong reading comprehension ability.
• Should be well-organized, detail-oriented, and capable of working effectively within timelines and deadlines.

SKILLS & ABILITIES

• Excellent written and verbal communication skills with the ability to coordinate interdepartmental activities as well as with external agencies.
• Proficient in Microsoft Office Suite, Adobe Acrobat, and other basic computer troubleshooting.
• Ability to coordinate with IT for communication, data gathering, and reporting.
• Must be able to manage and prioritize multiple projects at the same time.
