Job Brief
The Senior Technical Advisor - Health Governance (STA-TB) will provide strategic leadership to enhance TB-related health systems in the TB VizMin regions, which will be implemented in six regions across the Visayas and Mindanao. This role is crucial in supporting convergence sites and leading efforts in key TB focus areas, ensuring that TB HSS strategies are effectively implemented across diverse geopolitical and social contexts. The STA core responsibilities include support to local policy development, compliance, risk management, training, stakeholder engagement, and performance monitoring. S/he will oversee the Senior Manager - Health Technology (TB) and maintain a dotted-line supervisory relationship with LWR field teams, ensuring the successful and timely delivery of all project objectives. The role requires collaboration with USAID HSS and TB-Luzon teams to develop, align, and implement comprehensive TB health systems strengthening strategies across the target regions. The position will be based in Cebu.

Roles & Responsibilities
Support to Local Policy Development on TB
- Manage the provision of technical assistance (TA) for the improvement of local development plans, including the Local Investment Plan for Health (LIPH), Annual Operational Plan (AOP), Comprehensive Development Plan (CDP), Executive-Legislative Agenda (ELA), and Annual Investment Plan (AIP), under the guidance of USAID Health Systems Strengthening (HSS) and USAID TB-Luzon. This will include coordinating with external consultants hired for specific TA roles.
- Collaborate with local government units (LGUs) to ensure that these plans effectively integrate TB-related strategies and align with national health priorities.
- Oversee the development of localized policies that support TB health systems strengthening, ensuring they are consistent with USAID's strategic goals and regulatory requirements.
- Work with stakeholders to identify policy gaps, propose revisions, and facilitate policy implementation to improve TB-related health governance at the local level
- Coordinate and manage training programs focused on local development and budget planning, including mentorship for the Local Investment Plan for Health (LIPH), LGU data utilization, and evidence-based planning.
- Oversee training activities aimed at improving data management, analysis, and visualization, as well as field rollout and refresher sessions for the TB information system and TB hotspot mapping.
- Lead efforts to conduct connectivity and data utilization assessments to evaluate tools and technologies that enhance people-centered care. Use the assessment results to guide subsequent connectivity and data utilization activities.
- Manage consultancies aimed at strengthening TB service delivery systems, improving data use, and bolstering communication efforts.
- Collaborate with USAID HSS and TB-Luzon teams to develop and implement comprehensive TB health systems strengthening strategies.
- Provide strategic oversight and direction for the successful implementation of IMA assigned TB initiatives in the VizMin regions.
- Identify potential risks related to program implementation and develop mitigation strategies.
- Monitor and address compliance and risk management issues proactively.
- Engage with key stakeholders, including government agencies, local health authorities, non-governmental organizations, and community-based organizations to foster collaboration and support for TB initiatives.
- Facilitate regular meetings and communication with stakeholders to ensure alignment of objectives.
- Assists in the development and implementation of TB VizMin monitoring and evaluation frameworks to assess the effectiveness and impact of the TB health initiatives.
- Analyze performance data and prepare reports to track progress towards project objectives and inform decision-making.
- Oversee the Health Technology Specialist and provide guidance and support to ensure the successful completion of technology-related tasks and deliverables.
- Maintain a dotted-line supervisory relationship with the LWR field teams in the regions to coordinate efforts and ensure timely delivery of all LWR project objectives.
- Bachelor's degree in Public Health, Health Policy, or a related field.
- A minimum of 8 years of proven experience in health systems strengthening, with experience in TB-related programs an advantage or equivalent combination of education and experience.
- At least 8 years of demonstrated experience in assisting local government units (LGUs) in developing comprehensive local development plans, with a focus on supporting the creation of Annual Operational Plans (AOPs) and/or Local Investment Plans for Health (LIPHs) being an advantage.
- At least 8 years experience in capacity-building including training program design and implementation for local government units (LGUs) and other stakeholders.
- At least 8 years of experience engaging with the LGUs, private sector and other stakeholders in health.
- At least 8 years of demonstrated proficiency in monitoring and evaluation.
- Strong understanding of health governance and local policy development in the Philippines.
- Advanced monitoring, evaluation, and learning (MEL) expertise, including data management, data quality assessment, visualization, and interpretation.
- Excellent data analysis and the ability to apply findings to inform program improvements.
- Proven ability to work with multi-disciplinary teams, including government and community health workers, fostering collaboration and knowledge sharing.
- Ability to organize training or other capacity strengthening activities effectively.
- Excellent leadership, communication, and interpersonal skills.
- Ability to work effectively in diverse geopolitical and social contexts.
- Strong organizational and communication skills, with fluency in English and Tagalog. Fluency in VizMin languages or dialects is an advantage.
