Overview
The Operations Academy Team operates within the Operations Performance Enablement Group. Our mission is to support LSEG Operations employees through their Career lifecycle, onboarding new employees, build technical skills, embedding ways of working, and developing operations leaders. Through targeted, relevant, impactful, and timely learning solutions, we foster growth and excellence in Operations.
The Program Manager for Learning Certifications will report to the Director of Operations Academy and drive learning innovation and thought leadership by defining and developing the strategy for efficiency and business impact of the internal and external certification programs for Operations employees, such as QUEST, Citizen Developer, and Professional Certification Sponsorship, among others. This individual has an especially developed learning point of view, clearly articulated in a variety of creative, innovative, and compelling learning solutions, and is an authority in learning analysis, design, and evaluation strategies.

Responsibilities
- Build and develop strong customer partnerships at all levels of the organization to identify strategic and tactical learning goals and effectively collaborate with the functional learning teams in the design, build, execution, and assessment of all learning programs.
- Serve as a Learning Business Partner and actively engage customers to help cultivate a culture of continuous learning by identifying areas for improvement and defining action plans for learning in their respective area of business.
- Apply extensive knowledge of adult learning theories, learner-centric design, and business and organizational acuity to develop innovative and engaging programs that drive performance and build the current and future capabilities required of Operations employees.
- Develop an instructional strategy for different learning interventions based on established business objectives, learner needs and characteristics, and learning environment.
- Evaluate existing curricula for effectiveness and instructional soundness, evaluate goals and objectives, and plan the strategic approach for each program to provide faster learning, better retention, and more direct job application.
- Establish and monitor key performance indicators in partnership with the Learning Managers to measure the effectiveness of learning programs and their impact on employee performance and organizational goals.
- Generate reports on key learning metrics, such as completion rates, learner satisfaction, and program value.
- Regularly provide updates to customers on learning program effectiveness, participation rates, and impact on employee and business performance.
- Research and evaluate industry-standard L&D and Talent Development concepts and techniques to determine relevant application to the business.
- Coordinate and develop relationships with other learning partners, institutions, and industry experts to acquire external expertise, standard methodologies, and collaboration to further expand instructional technology base.
- Be responsible for the budget for training and development activities, ensuring cost-efficient use of resources while maintaining high-quality training standards.
- Provide additional support to the capability development of the Associates and Sr. Associates of Operations Academy by holding regular mentoring and coaching sessions.
- Minimum 7 years’ experience in a Learning Professional role. Professional certifications (e.g., CPTM, CPTD, CLDP, CLS, PMP) are preferred.
- Advanced knowledge and experience with Business Consulting, ADDIE, Successive Approximation Model, Adult Learning Principles, and Kirkpatrick. Experience with LMS, LXP, and Learning design tools such as Articulate 360, Rise, Adobe Captivate and the like are preferred.
- Experience in effective learning program evaluation, measurement, and reporting. Knowledge in Data Fluency, Analytics, and Storytelling is a must.
- Solid understanding of financial markets and of LSEG’s business solutions.
- Full understanding of the various business units within Operations and their specific training requirements.
- Experience in providing thought leadership and critical thinking in building, managing, and implementing learning programs at scale.
- Strong interpersonal skills to effectively collaborate with team members, various customers, including senior management, subject matter experts, and external partners.
- Ability to manage and influence stakeholders at a Senior or Executive level in a complex, matrixed environment.
- Excellent project management skills to balance multiple programs and initiatives simultaneously, ensuring timely delivery and quality.
- Strong analytical and problem-solving skills to assess training needs and evaluate program effectiveness.
- Ability to work under pressure, against tight deadlines, and to drive creative outcomes in unclear situations.
