UCT is looking for a talented Manager, Purchasing to join us in Philippines!
The Manager, Purchasing leads all procurement activities, ensuring timely and cost-effective sourcing of materials to support production and business objectives. This role develops purchasing policies, manages supplier relationships, and oversees inventory planning. Collaborating cross-functionally, the manager ensures material availability, quality compliance, and smooth transitions for new products, while building and guiding a high-performing purchasing team.

The Manager, Purchasing leads all procurement activities, ensuring timely and cost-effective sourcing of materials to support production and business objectives. This role develops purchasing policies, manages supplier relationships, and oversees inventory planning. Collaborating cross-functionally, the manager ensures material availability, quality compliance, and smooth transitions for new products, while building and guiding a high-performing purchasing team.
Essential Duties and Responsibilities:
- Manages all purchasing functions related to negotiating contracts and formulating policies with suppliers.
- Develop, implement, and maintain policies, procedures and purchasing systems.
- Direct and coordinate activities of personnel engaged in buying, selling, and distributing materials and supplies.
- Ensures materials are ordered and in stock to meet build requirements, while maintaining acceptable inventory levels.
- Develop material schedules and plan requirements for purchasing materials, using MRP and other planning systems.
- Work closely with customers and other UCT sites to transition materials for new products.
- Work closely with internal groups, including engineering, quality, and sales to ensure functional specifications are met, parts are available as needed, and product quality is maintained.
- Selects, develops and evaluates staff members to ensure the efficient operation of purchasing-related functions.

- Strong management, leadership, and organizational skills
- Ability to recognize problems, analyze, and recommend solutions
- Strong communication, relationship building, and interpersonal skills
- Oversees the direction, coordination, and evaluation of the buyer group. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems
- Working knowledge of a quick-turn, engineer-to-order environment
- Ability to positively impact the Supply Chain with proven track record (e.g., improve On-Time Delivery, work Lead-Time reductions, drive Cost Negotiations, support Planning Group in efforts to maintain Production Schedule, and work with Company Quality Dept. and Suppliers to Improve On-Quality Deliveries)
- Strong negotiation and presentation skills
- Excellent knowledge of MRP/ERP applications and MS Office Suite
- Proven strong team building and employee development experience
- Bachelor’s degree in business administration or related field
- APICS/CPIM certification preferred
- 5+ years relevant experience, with significant materials-related technical experience in a fast-paced manufacturing environment. Experience in semi-con industry preferred
- 2 years of management experience
