The Contracts Management Lead is responsible for the bidding process, tabulation and evaluation of bid proposals, initial bid negotiation, awarding of contract with preparation of Request to Award and Notice of Award, preparation, checking and evaluation of Contractor's billing.
KEY FUNCTIONS/DUTIES AND RESPONSIBILITIES:
The Contracts Management Lead is responsible for the bidding process, tabulation and evaluation of bid proposals, initial bid negotiation, awarding of contract with preparation of Request to Award and Notice of Award, preparation, checking and evaluation of Contractor's billing.
KEY FUNCTIONS/DUTIES AND RESPONSIBILITIES:
- Pre - Construction Phase
- Review Matrix of Responsibilities per Package and Ensures No Scope Gap
- Attain Calendar of Bids and Awards of the Different Projects to Ensure Timely Start of Construction
- Ensures that All Bid Packages are bidded out based on Master Schedule Ensuring complete documents are Obtained On-time from Various Departments
- Checking and Review the Consistency of Bid Packaging from CM versus Standard Bid Packaging from PCDC
- Delegation of Projects and Works to Staff Quantity Surveyors and Supervision
- Supervise Pre-bid Meetings being conducted by Contract Engineer/ Contracts Admin Lead
- Attend Site Inspections
- Assists in the Preparation of Control Estimates as needed per Bid Package (in close coordination with PCM)
- Review/Check the Consistency of the Prepared Control Estimates with the Issued Bid Documents/ Bid Bulletin
- Supervise the Preparation of Bid Documents for Bidding (Invitation to Bid, Bid Annexes, Queries, Bid Bulletins)
- Obtain Complete Bid Proposals from Bidders in Conformity to Issued Bid Bulletins and Queries Responses
- Implement Strict Compliance of Submission of Technical & Financial Bids of Contractors
- Tabulation and Evaluation of Bids (Post Bid Clarification Meetings)
- Review and Evaluate Prepared Bid Tabulation of Staff Quantity Surveyors
- Supervise the Preparation of Presentation Materials for BAC Presentation
- Supervise the preparation of Complete Contract Documentation starting off with the Letter of Award (LOA), all in accordance with the processes and standard procedures in place.
- Construction Phase
- Evaluation and Validation of Change Orders/Extra Work (including Reconciliation Process)
- Ensure that All Change Orders Proposals are thoroughly reconciled and evaluated based on the Awarded Contracts
- Process Contract Billings for Timely Payment to Contractor through Approval in Sapphire Billing Management System
- Attend Coordination Meetings
- Conduct Final Inspections
- Post Construction Phase
- Preparation of Contract Closure Amendment
- Preparation of Piece Meal Contracts and Award including Maintenance & Repair Works
- Other
- Contract Entry, Claim Entry, Variation Order Entry at IFCA PPlus
- Newforma Project Management System
- CAD Tracker
- Graduate of BS Civil/Mechanical/Electrical Engineering
- Licensed Civil/Mechanical/Electrical Engineer is an advantage
- At least 5-year work experience relevant experience in Quantity Surveying/ Contract Administration
- Most recent year/s of experience in a senior position (Senior QS) or supervisory level (Team Lead)
