Job Summary:

The HR Manager, Employee Services will be responsible for overseeing daily HR operations in key functional areas, including Performance Management System (PMS), Employee Services, Employee Engagement, and Compensation & Benefits. Leading a team of 1 supervisor and 3 associates, the Junior HR Manager will ensure that all HR processes are implemented efficiently and align with organizational goals. The ideal candidate should possess a strong foundation in HR operations and display effective leadership skills to motivate and guide their team.

Key Responsibilities:

1. Performance Management System (PMS)

  • Oversee the implementation and maintenance of the company's PMS.
  • Work closely with department heads to ensure accurate and timely performance evaluations.
  • Guide the team in managing employee appraisal processes, tracking performance goals, and coordinating feedback sessions.
  • Assist in the development and delivery of training programs aimed at enhancing employee performance.

2. Employee Services

  • Manage day-to-day employee services operations, including new hire onboarding, employee records management, and offboarding processes.
  • Ensure compliance with HR policies and labor laws in all employee interactions.
  • Handle employee inquiries related to HR services, providing clear communication on HR policies and benefits.

3. Employee Engagement

  • Lead initiatives to boost employee morale, engagement, and productivity.
  • Develop and implement employee engagement strategies such as surveys, focus groups, and team-building activities.
  • Work with senior HR and business leaders to address employee concerns and improve workplace culture.
  • Measure the effectiveness of engagement activities and suggest improvements.

4. Compensation and Benefits

  • Oversee the administration of compensation and benefits programs, ensuring competitiveness and compliance with legal standards.
  • Assist in the development and analysis of compensation structures, salary surveys, and benefits offerings.
  • Ensure timely processing of payroll and benefits administration, in coordination with the finance department.
  • Manage employee benefits programs, including health insurance, retirement plans, and leave policies.

5. Succession Planning and Career Development:

  • Develop and implement strategies for succession planning to ensure a pipeline of qualified internal candidates for critical roles.
  • Collaborate with department heads to identify key talent and create personalized development plans.
  • Manage career development programs to support employee growth, skill enhancement, and future leadership opportunities.
  • Facilitate learning and development initiatives aligned with organizational goals to promote internal mobility and career progression.

Required Functional Skills:

  • HR Operations Management: Knowledge of HR processes, including performance management, employee services, engagement, and compensation and benefits.
  • HR Policies & Compliance: Understanding of labor laws, regulatory requirements, and HR best practices in employee management.
  • PMS Software & Tools: Familiarity with HR information systems (HRIS) and performance management tools such as SAP SuccessFactors, Workday, or other similar systems.
  • Data-Driven Decision-Making: Ability to interpret HR metrics and data for decision-making purposes, especially in compensation benchmarking and employee performance evaluation.

Required Leadership Skills:

  • Team Leadership: Ability to lead, mentor, and develop a small HR team, fostering collaboration and accountability.
  • Effective Communication: Strong verbal and written communication skills for interacting with employees at all levels of the organization.
  • Problem-Solving: Skilled in resolving conflicts, addressing employee concerns, and making sound HR decisions that align with company goals.
  • Project Management: Proven ability to manage multiple HR projects, such as engagement programs, benefits administration, and performance reviews, ensuring timely completion.
  • Change Management: Ability to guide and support employees and the HR team through organizational changes or process improvements.
  • Talent Management: Ability to identify, assess and develop high-potential employees for future leadership roles. Expertise in creating and managing talent pipelines.

Qualifications:

  • Education: Bachelor’s degree in Human Resource Management, Business Administration, or related field.
  • Experience: Minimum of 3-5 years of experience in HR operations, with at least 1 year in a supervisory or leadership role.
  • Certifications: HR certifications such as SHRM-CP, PHR, or CIPD are preferred but not required.
  • Software Proficiency: Experience with HRIS, payroll systems, and performance management tools.
