Overview

The USAID-funded ABC+ Project: Advancing Basic Education in the Philippines is currently accepting applications for a Finance Manager. This activity works with the Government of the Philippines to strengthen systems that support and sustain improved literacy, numeracy, and social and emotional learning in the early grades. The project outcomes will include improved education system capacity to manage and implement interventions supporting effective early grade instruction. The activity will target select regions in the Philippines. The position will be based in Manila and reports to the DCOP-Operations.

The Finance Manager will be responsible for overseeing all aspects of financial management and accounting, including systems implementation, budgeting, expenditure tracking, and financial reporting. They will be responsible for ensuring the project’s compliance with both RTI and USAID policies, procedures, rules, and regulations. They will support coordination in all aspects of project finance and accounting with RTI Home Office, RTI Asia Regional Office, USAID, and partner organizations. The Finance Manager will be responsible for ensuring that all financial systems and procedures (payroll, cash management, vendor payments, budgeting, and other related processes) are followed properly in order to disburse, account, budget, and report project funds and project payment and finance management is cost-effective, timely, done with proper internal controls, and in compliance with Government of Philippines, US Government and RTI policies and regulations. They will lead, manage, and develop a team of Accountants.

Responsibilities

  • Oversee the project’s management of financial and reporting functions to ensure compliance with the terms of the agreement, RTI and USAID financial policies and procedures.
  • Accountancy 1) Supervise accountancy procedures: filing of documents, allocation of expenses, vouchers registration, balance checking, etc.2) Communicate accounts on a monthly basis to the regional offices respecting QuickBooks procedures and deadlines; 3) Manage the presentation, circulation, filing and archiving of accounting and financial documents as directed by the regional finance control. 4) Calculate, withhold and remit any applicable withholding taxes.5) Oversee Bureau of Internal Revenue reporting and Government of Philippines reporting.
  • Treasury1. Oversee the management of bank accounts: bank account reconciliations, cash accounts and advances, follow transfers, check balances, check authorized expenses and online transactions. 2) Supervise the management of safes and petty cash: available amount, balance checks, security instructions; ensuring appropriate segregation of duties. 3) Assess monthly cash-flow needs and communicate cash requests to the home office project team.
  • Monitor and review project budget and expenditures, financial forecasts, working with Home Office, International Regional Office and local counterparts to ensure compliance with corporate and client regulations.
  • Monitor VAT exemption documentation and ensure staff are oriented on appropriate procedures related to VAT.
  • Monitor, book, and account for all cost share activities on the project.
  • Maintain sound and transparent accounting and fiscal control procedures; anticipate project financial risks and consult with DCOP-Operations, Project Coordinator, and the regional office.
  • Ensure capacity building for finance team members in order to increase the level of technical ability and skills.
  • Support efforts to prepare for and provide information to auditors as needed.
  • Perform other tasks as assigned by COP/DCOP.

Qualifications

Minimum Required Education and Experience

  • Bachelor's Degree and 8 years of experience, Master's degree and 6 years of experience, in Business Administration or Financial Management or equivalent combination of education and experience.
  • Experience in financial management of international-donor-funded projects including experience in the management of USAID-funded projects.
  • ACCA/CPA or other recognized professional accounting qualification preferred.

  • Strong computer skills (Microsoft Office Applications) and proficiency in Quickbooks software
  • Ability to monitor progress of a project against milestones or deadlines, double-check the accuracy of information to discover weakness or missing data, and strive for high quality performance.
  • Native fluency or proficiency in Filipino and local language in the region are a plus.
