Purpose of the Consultancy
A consultant is required to support the analysis and sign-off of the data collected for the WHO report on the global tobacco epidemic, 2025 and the mid-term review of the Regional Action Plan for Tobacco Control in the Western Pacific (2020-2030) and dissemination of the analysis results, and preparation of policy briefs and other information products through analysis of existing evidence and generation of new evidence to facilitate strategic advocacy for policy change in selected countries.
Background
The Tobacco Free Initiative (TFI) programme, under the NCD Prevention and Health Promotion (PND) unit of the WHO Regional Office for the Western Pacific, is mandated to assist Member States in the full implementation of the WHO Framework Convention on Tobacco Control (FCTC), and the Regional Action Plan for Tobacco Control in the Western Pacific (RAP) (2020-2030) in order to reduce tobacco use and protect people from second hand smoke exposure and thereby prevent and mitigate tobacco-related diseases and premature deaths.
Use of data for action is critical to supporting policy prioritization, formulation and advocacy at various level and sectors at the country and regional levels.
Deliverables
Under the supervision of the Team Lead, TFI, the consultant will perform the following activities:
Output 1: Provide technical support for monitoring and analysis of the status of the implementation of key tobacco control measures and for dissemination of the analysis results
Deliverable 1.1: Finalized country summary sheets for the WHO Report on the Global Tobacco Epidemic, 2025
Deliverable 1.2: An internal brief and communication products based on the analysis of the regional data in the WHO Report on the Global Tobacco Epidemic, 2025
Deliverable 1.3: A summary of the analysis of the mid-term review of the RAP
Deliverable 1.4: Dashboards on the latest status of tobacco control, including measures against e-cigarettes, in the region for publication on a regional data platform
Output 2: Support strategic advocacy for policy change
Deliverable 2.1: Tobacco control-related communication products (including policy briefs, stakeholder engagement strategies, communications plans, infographics, internal resources, etc.)
Deliverable 2.2: WHO TFI website plan (including cleared contents and layout) updated quarterly
Deliverable 2.3: Summaries of the methodology, process, and outcome of country-level research or other activities to build evidence base for stronger tobacco control (this includes support for preparation of proposals, ethics review, monitoring of implementation, analysis and dissemination of outcome)
Deliverable 2.4: Summary of other activities including webinars and meetings supported.
Deliverable 2.5: On-site support to countries in using data to advocate for tobacco control policies, as needed.

Desirable: Experience in supporting the translation and use of NCD surveillance data for policy action
Skills/ Technical Skills And Knowledge
Essential: Data management, basic analysis function and data visualization, effective writing

Essential: Written and spoken fluency in English

The Consultant may be expected to undertake occasional duty travel to support countries in the Region related to Output 2 as needed. Travel dates and destination(s) to be confirmed.
