Purpose of consultancy

The consultant will provide technical support to develop and implement a strategy and implementation plan for the regional capacity building programs for global health.

Background

Universal health coverage (UHC) is a vision of all people obtaining quality health services without suffering financial hardship. Achieving UHC is the central focus of WHO’s 13th General Programme of Work and a specific target of the Sustainable Development Goals (SDG3.8).

Advancing UHC is not an easy nor straightforward journey – it requires technical and political knowledge, skills and commitment to realize the vision of improved health outcomes for all. Notably, strong health leadership and capacity of government and workforce are essential to systematically guide and drive multi-faceted actions within and beyond the health sector. However, many health leaders,officials and health workers in countries have not received sufficient hands-on training or capacity-building support.

UHC team under the Data Strategy and Innovation (DSI) Group, plays a central role in providing guidance and support to the Member States’s capacity building. The team plans to analyze current capacity building programs and country needs and develop a new strategy and implementation plan for future capacity building initiatives. The unit will also provide up-to-date skills and knowleged training for the countries in the region in collaboration with Headquaters, Member States and partners. These capacity building initiatives includes WHO fellowship, study tour, group training and online traninig (e.g. Pacific Open Learning Health Net(POHLN) in the Region.

Deliverables

Under the guidance of the Coordinator, Universal Health Coverage (UHC)

Output 1. Regional strategy on capacity building support

Deliverable 1.1: Organize and conduct assessments on training needs and current capacity building programs in the Region

Deliverable 1.2: Support the development of regional capacity building strategy and implementation plan in collaboration with stakeholders and other WPRO divisions based on the assessment results.

Deliverable 1.3: Provide technical support in drafting concept notes, meeting materials, presentations, briefs, and reports as required aligned in this workstream.

Output 2: Enhanced or new capacity building programs

Deliverable 2.1: Develop or enhance existing WHO capacity building programs. This work includes designing curriculum, defining selection criteria and process, implement program and developing monitoring mechanism.

Deliverable 2.2: Provide technical support to draft funding proposals, concept notes, meeting materials, presentations, briefs, and reports as required aligned in this workstream.

Output 3: Partnership and collaboration

Deliverable 3.1: Identify and establish partnership with Member States, academic institutions, collaborating centres and relevant agencies on capacitay building.

Deliverable 3.2: Support collaboration between the WHO Academy and the Region to enhance capacity building programmes

Educational Qualifications

Qualifications, experience, skills and languages

Essential: First university degree in education, public health, public policy, social science or related field from a recognized university

Desirable: Master's degree in education, public health, public policy or social science. Training in health education, health programme and policy development/management.

Experience

Essential: Minimum 5 years of experience in health education and training, public health and health policy

Desirable: Experience in working with international organization, desirably WHO, or in a multicultural working environment

Skills/Knowledge

Essential:

Strong knowledge and understanding of health education and training, health policy and communication in diverse settings including high, middle income and Pacific Island countries

Strong writing skills including developing concept notes, reports, and donor proposals

Technical and diplomatic skills to engage and collaborate with WHO teams, ministry of health, experts and partners.

Ability to think and work independently or with minor supervision to plan, design and implement a systematic approach to problem solving.

Ability to work harmoniously as a member of the team, adapt to diverse cultural and educational backgrounds and maintain a high standard of personal conduct

Languages And Level Required

Essential: Expert knowledge of English

The consultant is expected to travel IF it contributes to the deliverables of this TOR.

Remuneration and budget

Remuneration: Payband level B, USD 7,000 (monthly), 100% FTE

Expected duration of contract: 6 months, November 2024 – May 2025
