The Chief Resident Engineer will have the main responsibility of leading the site-based team for the supervision and monitoring of works of the EPC contractors including the following aspects:


Key Responsibilities:

  • Responsible for leading a site-based team who supervise the Civil, Electrical & Mechanical EPC Contractors
  • On-site liaison and coordination with the Client and the Contractors.
  • Provides safety and environmental compliance leadership, to ensure these activities have the focus they need.
  • Ensure that there are robust arrangements to carry out the site supervision and contract management functions on site, including:


  1. Ensure there are robust processes in place to manage staff availability and rosters, with appropriate staff available to manage the contractors’ compliance with their contracts.
  2. Ensure contract management staff process routine progress claims.
  3. When issues arise that have the potential to cause variation and/or Extension of Time claims, that these are addressed pro-actively to safeguard the interests of the client.
  4. Ensure submittals and requests for information from the contractors are dealt with in an appropriate and timely manner. Seek additional specialist input from the Head Office as required.
  5. Ensure there is a robust process for managing and storing site documentation.
  6. Work with the Contractors on rectification plans if the work falls behind schedule or over-budget or has significant compliance issues (quality, safety & environmental).
  7. Manage the commissioning process and issuing of taking over certificates.
  8. Manage regular communication processes with the contractors and the client, via letters, meetings and minutes, and specific project documentation such as progress reports, inspection reports and reports on specific issues.
  9. Ensures that project completion activities are completed, such as compiling construction records, commissioning reports, construction reports and ensure that the contractor prepares the as-built drawings and O&M Manuals and that these are handed over to the client.
  10. Ensure that the QA system is active and functioning.
  11. Compliance with relevant legal requirements, including occupational health, safety and rehabilitation (OHS&R) legislation.
  12. Compliance with other requirements including codes of practice and standards, relevant to the workplace and project deliverables
  13. Provide input into regular updates of risk management plans and assist with addressing risk-related queries from the client and insurers.
  14. Ensure that legal requirements and project approval conditions are complied with.


  • Exercise powers and authorities that have been delegated by the Project Manager.
  • Actively responds to new risks that emerge, such as unexpected geological conditions, extreme weather, transport interruptions, local stakeholder unrest, working with the client and contractors to minimise the impact of these emergent risks.
  • Manages performance of direct reports via 6 monthly performance appraisals and ensures that Direct Reports manage their staff performance.
  • Approves internal administration documents such as expenses claims, leave applications etc.


Qualifications:

  • Bachelor Degree in Engineering (Civil)
  • 20 years total, 10 years in a management or lead role
  • Majority of experience to be in construction of major infrastructure projects. Some relevant design experience desirable.
  • Minimum 10 years of hydropower and dam construction project experience.
  • High level of spoken and written English proficiency
