Responsibilities

The Talent Acquisition Specialist is responsible for end-to-end recruitment activities, ensuring timely and efficient fulfillment of manpower requirements across the organization. This role partners closely with hiring managers and business leaders to attract, assess, and secure top talent while maintaining a positive candidate experience and achieving recruitment performance targets.

Key Responsibilities

Recruitment & Talent Sourcing


  • Manage end-to-end recruitment for front-line, professional, and officer-level positions based on approved Personnel Requisitions and established hiring timelines.
  • Source, attract, and engage qualified candidates through various recruitment channels, including job boards, social media platforms, employee referrals, talent pools, and networking activities.
  • Develop innovative sourcing strategies to build a strong pipeline of qualified candidates for current and future hiring needs.
  • Coordinate job advertisements through online recruitment platforms, social media, print media, and other cost-effective sourcing channels.


Candidate Screening & Selection


  • Conduct initial screening and competency-based interviews to assess candidates' qualifications, experience, and organizational fit.
  • Prepare comprehensive candidate evaluations, interview summaries, and hiring recommendations for endorsement to hiring managers.
  • Coordinate and facilitate the interview process between candidates and business leaders.
  • Ensure adherence to recruitment policies, hiring standards, and selection procedures throughout the recruitment cycle.


Stakeholder Management


  • Partner with Site Operations Leaders and Hiring Managers to understand manpower requirements, role expectations, and hiring priorities.
  • Provide regular recruitment status updates and market insights to hiring managers and key stakeholders.
  • Follow up on interview feedback, hiring decisions, and approval processes to ensure timely movement of candidates through the recruitment pipeline.


Recruitment Operations & Analytics


  • Maintain accurate and updated records within the Applicant Tracking System (ATS) and recruitment databases.
  • Ensure data integrity and effective utilization of recruitment software and systems.
  • Monitor, analyze, and report recruitment metrics, including:
  • Time-to-Fill
  • Time-to-Hire
  • Source of Hire
  • Offer Acceptance Rate
  • Recruitment Funnel Effectiveness
  • Drive compliance with recruitment Key Performance Indicators (KPIs) and service level agreements (SLAs).


Talent Pipeline & Employer Branding


  • Build and maintain strong partnerships with universities, colleges, technical schools, employment agencies, and other talent sources.
  • Develop and maintain an active candidate database to support ongoing and future workforce requirements.
  • Organize and participate in job fairs, career events, campus recruitment activities, and employer branding initiatives.
  • Promote the organization's employer value proposition to enhance candidate attraction and engagement.


Offer Management & Onboarding Support


  • Prepare, issue, and explain job offers, employment contracts, and related employment documentation to successful candidates.
  • Facilitate pre-employment requirements and coordinate with relevant stakeholders to support a seamless onboarding experience.
  • Ensure a positive candidate experience from initial engagement through onboarding.


Requirements


  • Bachelor's Degree in Human Resources, Psychology, Business Administration, or related field.
  • At least 3-4 years of recruitment or talent acquisition experience, preferably in a high-volume hiring environment.
  • Strong interviewing, sourcing, and stakeholder management skills.
  • Experience using Applicant Tracking Systems (ATS) and recruitment platforms.
  • Proficient in Microsoft Office applications and recruitment analytics.
  • Excellent communication, interpersonal, and relationship-building skills.
  • Strong organizational skills with the ability to manage multiple vacancies simultaneously.
  • Results-driven with a focus on meeting recruitment targets and timelines.
  • Willing to travel and conduct field recruitment activities, including job fairs, community-based sourcing, and campus recruitment, to build a strong talent pipeline and generate qualified candidates for current and future hiring needs.
