Job Description
Competence Development
- Responsible for all On-Shore Learning and Development team processes, focusing on 2 key elements:
- building pool of high quality and highly skilled Seafarers, compliant to Legal & customer requirements
- Ensuring a continuous promotion pipeline of seafarers from Cadets, minimizing the need for external hiring.
- To achieve these key elements, responsible for driving well planned, efficient operations with continual review and iterative improvements.
- Keep updated with new developments on IMO regulations, Flag, Class, Oil major / Customers requirements related on Competence development. Plan and develop courses to ensure compliance as per required timelines.
- Prepare, plan and execute new Learning and Development courses related to Nautical/ Cargo aspects, Safety, Environment, Quality, SIRE 2.0, CDI, Risk Assessments and any other relevant topics to enhance the Company's Technical performance by getting inputs from the Technical / Marine / Vetting / HSEQC teams and data mining 3rd party inspection reports.
- In charge of keeping the Company's Integrated Management System (IMS) updated with the L&D team's Policies and Procedures. Update Company's Training Matrix to comply with all legal regulations and Company's requirement in liaison with Marine Assurance team.
- Identify external Competence development providers or Internal resources in various countries to ensure all courses required by Company's Training matrix are delivered. Review the training providers facilities and resources in discussion with Technical / Marine / HSEQ / Vetting teams to finalize courses implementation. Negotiate contracts and commercial terms and get approval from Technical Director.
- Responsible for all Shore Learning and Development related software, hardware, and course facilities towards ensuring a conducive and facilitative environment.
- Responsible for all Competence development course record keeping, processes for Data collection, updating Seafarers completion of Company required courses / seminars in the Crew management system.
- Analyze data for trend analysis to assist in planning, ensuring compliance of seafarers to Training matrix.
- Analyze evaluation/feedback on Learning and Development providers and coordinate with responsible person on proper action to take if any. Review seafarer's course feedback or other teams feedback towards enhancing the quality of competence development.
- Identify and deliver L&D reports required for team internal tracking or other cross functional teams, or senior management consumption.
- Audit Manning / Training partners to ensure compliance with company specified Learning and Development requirements.
- Ensure standardization of Learning and Development Programs and Processes in different countries or Learning and Development institutes
- Carry out regular reviews of courses conducted for content and Learning and Development effectiveness.
- Ensure effective delivery of Learning and Development courses.
- Visit vessel to carry out onboard Competence development related inspections, Cadets progress, Compliance Audits and/or impart Learning and Development content onboard ships.
- Coordinate with the Purchasing department in the accreditation and evaluation of Learning and Development providers.
- Train and assist the Manning Operations team on any new Regulations, Certification requirements and internal procedures.
- Act as audit team leader of Learning and Development Centers.
- Maintain regular contact and report on an indirect line to an assigned Marine Assurance team / Technical Team manager from Singapore HQ to co-ordinate and plan all Learning and Development activities.
Career Development
- Develop, establish, and implement a career development scheme for seafarers that is equitable across all ranks that ensures competence in rank.
- Issue and evaluate Score@ booklets to ensure effective learning towards improved competency.
- Carry out Promotional interviews to gauge suitability for promotion.
- In charge of all Learning and Development Programs, including Enrichment programs like Secondment programs.
- Develop and implement competence management system/s across the fleet vessels and monitor compliance with crew members.
Cadet Recruitment and Administration
- Propose yearly cadet intake to Technical Director based on current cadets progress, slots availability on vessels and Crewing team's requirements, nationality, gender, etc.
- Carry out the Cadet recruitment drive in collaboration with Crewing. Carry out cadet selection tests and propose final selection to Technical Director for approval.
- Develop, implement and monitor Company's cadetship program in coordination with Crewing.
- Enhance and improve the Cadets Competence development program in co-ordination from Tech / Marine / Vetting / HSEQ teams.
- Monitor and evaluate Cadet's competence & performance for promotion.
- Monitor all Cadets deployment onboard with Crew Planning / Operations.
- Endorse newly promoted cadets to Fleet Planning
Crew Briefing
- Brief Officers passing through the office on functional requirements of the IMS, Company Safety Standards, New Company requirements / Circulars, Vetting preparation / findings / past performance and other Company and industry expectations.
- Debrief Officers as part of a Disembarkation procedure, review and discuss Ship Managers appraisal reports with the Officer, identify Learning and Development gaps and assign Learning and Development courses for Competency development.
- Motivate Officers towards continually striving to improve their hard and soft skillsets, and career progression.
Crew Recruitment Assessment
- Perform and conduct technical assessment of new applicants.
- Assess Learning and Development needs of new applicants, provide Learning and Development to cover gaps identified during the Assessment process prior deployment.
- Provide approval for applicant who successfully pass the technical assessment once assessed to be technically competence.
Cost Governance
- Responsible for proposing Annual Learning and Development Budgets, driving efficient budgeting, continual monitoring, and reporting on the total Learning and Development spend.
- Develop effective cost control processes related to Learning and Development activities.
- Ensures that all Learning and Development Invoices are approved after proper verification.
Digitalization
- Review L&D processes for streamlining and making them efficient.
- Responsible for Crewing ERP improvements for L&D related data structure, data entry and software functionality
- Responsible for conceptualizing data analytical requirements & design - dashboards, reports, and Business intelligence requirements for development.
- Responsible for conceptualizing a paper free working environment within the L&D team and collaboration with other teams for department wide implementation.
- Responsible for liaising with Fleet Systems team for development of all Shore Learning and Development Software with the respective software stakeholders to cover all functional procedures of the team.
Administrative
- Responsible for all Seafarers travel logistics, transport arrangements, food / lodging related to Company specific training courses.
- Responsible for settlement of Seafarers travel expenses, petty claims, etc related to the Company specific training.
- Responsible to set up adequate food / lodging contracts with external providers - hotels / dorms / caterers to ensure the crew are provided with adequate facilities.
Emergency Response
- Participate in rotational shifts within BWEK's round-the-clock emergency and crisis response, following the organization's established emergency procedures.
- Ensure implementation of procedures in an emergency.
Qualifications
- Holding Master Mariner or Chief Officer Certificate of Competency.
- Sailing experience as a Master or Chief Officer with at least 2 years of sea service in the rank on LPG and/or Ethylene Vessels.
- Shore Experience in Training preferred but not mandatory.
- Experienced in the field of ship management, particularly marine HR and crewing operations.
- Relevant management and leadership experience
- Experience in financial processes and managing a budget.
- Committed and responsible for meeting deadlines, with excellent time management skills.
- Independent, outcome driven, organized and resourceful.
- Strong team orientation and has the ability to manage cross-functional relationships in a dynamic and fast-paced environment.
- Ability to travel at short notice and manage 24/7 on call lifestyle.
