Family Services Counselor 3

The Family Services Counselor 3 is responsible for developing and implementing a comprehensive area-wide service plan for behavioral health, aligned with the results of an area behavioral health needs assessment. This role provides leadership, management, program oversight, and technical expertise for Family Services–sponsored activities and programs, as requested by ecclesiastical leaders, Area leadership, government agencies, and the Family Services Regional Manager.
The Counselor 3 achieves objectives primarily through collaboration with others, including a volunteer workforce and Community Resource Partners (CRPs).
Note: This position operates in a highly complex environment characterized by diverse geography, languages, government systems, socio-economic conditions, and legal frameworks. The role requires travel to outlying areas and flexibility to work evenings, weekends, and holidays as needed.
- Strategic development, implementation and customization of FS offerings designed to meet ecclesiastical leadership needs; Provide leadership and vision for Area, ensuring Area leadership and community resource partners receive and deliver product offerings which continuously align with and meet evolving behavioral health needs of the Area.
- In collaboration with Area Mental Health Advisor, develop a strategy to participate in mission health councils. Engage in conversation with mission presidents and other council participants regarding behavioral health considerations of full-time missionaries within the Area.
- Set objectives and deliver results that have a significant impact on behavioral health within the Area; Effectively manage and balance Area priorities with FS objectives, ensuring both are met.
- Deliver high-quality consultation and maintain positive relations with Church leaders.
- Identify and access competent community resource partners.
- Request, train and supervise full-time missionaries, Church-service missionaries, and volunteers specifically assigned to support FS offerings (typically supervise 12 or more missionaries and/or volunteers; may require translation and training across multiple languages).
- Orient community resource partners to unique gospel doctrine and principles they should be aware of, and sensitive to, as they provide services to Church members.
- Train Welfare and Self-Reliance Managers (WSRM's) on FS work and collaborate about on-going issues regarding Church leader needs (WSRM's may have responsibility to conduct Addiction Recover Program (ARP) meetings and Strengthening Marriage and Strengthening Family courses).
- Maintain and ensure personal professional development is current and on-going.
- Ensure legal, ethical and policy compliance (complex and diverse requirements due to a combination of two or more of the following: multiple countries, multiple languages, large geographies, diverse legal and/or socio-economic complexities).
- Responsible for all FS Area expenditures.
- Develop budget proposals to meet strategic needs of the Area – evaluate and analyze associated costs of various products, services, and potential expenditures; prepare and submit annual budget and other related requests to Area leadership for review and approval.
- Extensively analyze multi-dimensional socio-economic issues and seek to significantly improve, change or adapt existing methods and techniques to find solutions for the Area.
- Regularly evaluate community resource partners to ensure their deliverables are of the highest quality.
- Track progress of operations and provide Area and headquarters leadership monthly reports on the quantity and quality of behavioral health services as defined by one or more of the following: (1) key performance indicators, (2) area behavioral health trends (3) program statistics, (4) program changes, modifications and anticipated future needs, and (5) analysis on new and existing product offerings.
RESPONISBILITIES:

- Regular duties across the six core areas include:
- Manage and lead area operations, including the building of a strong partnership with the WSR area manager and their team.
- Oversee employees - ensure the application of People Management Principles.
- Protects and ensures client confidentiality.
- Manages area budget and resources.
- Facilitates coordination between other welfare divisions and Church departments.
- Responsible for own continued professional development.
- Serve as mentor for other staff.
- Develop and fulfill 'whole area service plans,’ including coordinating overnight travel to outlying areas as needed.
- Develop relationships with industry professionals and network with community resources.
- Responsible, in partnership with HR, the WSR area manager, and the FS regional manager, to hire employees and recommend advancement, promotion, or any other change of status of employees within their reporting line. This includes performance management and recommendations for discipline and termination.
- Other duties as assigned.
- Time in each responsibility will vary based on area needs and resources.
- Regular interactions and consultations may include bishops, stake presidents, mission presidents, Area Seventy, and general authorities.
QUALIFICATIONS:
- Master’s degree in psychology
- Registered Psychologist
- 7 years of clinical experience, including 2 years of direct professional-level team management (preferred)
- Ability to manage professional clinical staff and develop their skills and talents.
- Strong service orientation.
- Driven to meet established performance objectives.
- Demonstrates teamwork while being receptive to feedback and willing to provide direct feedback.
- Professionalism with great attention to quality and timely notes, consultation, and client terminations.

- Proficiency in verbal and written English or actively working towards it. Willingness to travel to different parts of the Philippines and work on holidays and weekends
ADDITIONAL CONSIDERATION:
Candidates who may not fully meet the qualifications for the Counselor 3 role but demonstrate strong potential and relevant clinical competence may also be considered for other Counselor positions, based on assessment results and organizational needs.
