This position is located in the VA Mid-Atlantic Health Care Network (VISN 6) which includes all VHA Medical facilities within North Carolina and Virginia. The purpose of this position is to perform a variety of interrelated human resources (HR) assistance and support work in one or more HR specialties.


Assists HR specialist with the on boarding of new employees and coordinating with other

related functional offices involved in on-boarding. This includes new hires made through the

Shared Service Unit (SSU), Without Compensation (WOC) employees, Fee Basis employees,

students, and residents. Onboarding tasks may include arranging for physical examinations

(based on the occupation), ensuring completion of all appropriate benefits forms, coordinating

Entry-on-Duty and/or release dates from losing office, forwarding pre-employment packets to

new appointees, and coordinating with other related functional offices involved in on-boarding

(i.e. pre-appointment security checks)

Assists specialists by maintaining automated databases in order to track information and

extract data used to generate documents, records, and reports. Reviews and prepares

correspondence and provide a variety of information as appropriate. Uses word processing

and/or other office automation equipment and various software programs to create, copy, edit,

store, retrieve and print a variety of documents; produce correspondence, memoranda,

directives, forms reports; create or maintain spreadsheets or databases, etc.

The incumbent performs work that involves creating and maintaining HR records. Uploads

and files documents in the appropriate section (temporary, permanent, performance, etc.) of

the electronic Official Personnel Folder (eOPF).

Adheres to regulations or agency policy concerning access to printed and electronic files

containing sensitive data which must be protected under the provisions of the Privacy Act of

1974 and other applicable laws, federal regulations, VA statues and policy and VHA policy.

Work Schedule: Full-time 8am - 4:30pm Monday - Friday

    GS-04 grade level: 1 year of general work experience.

    Applicants may substitute education for the experience required for the GS-5 level. 2 years of education above high school is qualifying for the GS-4 grade level. (transcripts must be submitted with application).

    GS-05 grade level: One year of specialized experience (equivalent to the GS-04 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: assisting with the onboarding of new employees; coordinates Entry-on-Duty and/or release dates from losing office; reviews documents for missing or conflicting applicant information; coordinates applications for Identification Cards and processes required clearance documents for employees leaving the agency; assists with the maintenance of automated databases to track information and extract data; creates and maintains HR records by uploading files and documents in the appropriate sections of the electronic Official Personnel Folder; utilize online HR resources to obtain information accessible over the Internet to include information from other agencies and the Office of Personnel Management (OPM); participates with Specialist on special projects and on project terms by gathering and organizing data identifying issues and discrepancies, formatting material and recommending improvements and solutions; provides administrative support by responding to questions, problems, complaints or situations and providing explanation of HR policy in one or more HR specialty areas; processes request for his or her assigned specialty area that require knowledge of different forms, different authorities, different action codes, different regulatory authorities or additional pay systems and different employees categories such as General Schedule (GS) Federal Wage System (FWS), Senior Executive System (SES), Title 38, Hybrid Title 38, retirees, military dependents or other similar categories.

You will receive credit for all qualifying experience, including volunteer experience
